eBay annouces September changes today - I want to know what you think

Every reporter, or columnist want's to get the story first. Often we know, this gets in the way of getting the facts straight.
There has been much to-do about eBay's new September announcements that were just released today.
Most of these have to do with new DSR, Powerseller and new "Top-rated" seller status.
I think that as these announcements just broke, it's too early for me to analyze them. I don't want to be first with the breakdown of the announcements, I want to understand them, and the preception that my audience has of them. To me, those are more important.
