Tesla Motors has chosen the City of Downey to house its manufacturing facility for the Model S. Downey beat out Long Beach for the plant.

The Model S is Tesla's new project, is a four-door electric sedan with a touted range of 300 miles.

Downey Mayor Mario Guerra confirmed that the city is very close to making an official announcement. He declared that Tesla will be producing automobiles at the future plant come 2011.

The Department of Energy has offered Tesla $465 million in loans for the Model S project. $365 million of which will pay for the manufacturing plant; while the remaining $100 million will be for developing and manufacturing battery packs, as well as electric drive trains.

A second facility, planned for Northern California, will produce battery packs for Tesla as well as other vehicle manufacturers.
