Snopes.com reports this one has been around at least five years.
The email is misinformation, not a scam. The FTC contact the email provides is correct and you can register your cell phone on the National Do Not Call Registry. But you probably don't have to.
Cell phone numbers are not being released to telemarketers. There is no deadline for the Do Not Call list. Federal Trade Commission regulations prohibit autodialing and recorded messages to mobile phones, limiting telemarketer access.
Despite promises to create one, no wireless 411 directory exists yet. Even if it did, people would have to choose listing a phone (rather than opting out) and the directory would not be available to telemarketers.
So don't expect that deluge of solicitors calling your cell any time soon.
