There has been a lot of confusing information in the media and the blogosphere as to whether abortion coverage is a done deal in the health care reform bill (HR3962) being championed by Speaker of the House and admitted devout Catholic, Nancy Pelosi. The following information should clear up any confusion.
First there is the section titled "Abortions for which Public Funding is Allowed" which provides the first clue that this procedure is part of the plan. What is disturbing is that the authority to determine when abortion is allowed under the government-run plan is the exclusive purview of the Health and Human Services Secretary. One individual will now have the right to determine the fate of millions of the unborn. The language for this can be found on line 17, p. 110, section 222 under.
Another extraordinary revelation is the fact that an abortion premium, a minimum of $1 per member per month, will be charged on all those who enroll in the government-run health care plan. The law as it is written requires the Health Benefits Commissioner to assess this premium specifically to pay for elective abortions. Note that the $1 is the minimum. The Commissioner could decide to charge more. This language can be found on line 16, page 96, section 213.
Catholics need to be cautious of e-mails, Internet articles, and even their own congressmen who claim that abortion is not part of the proposed health care plan. It is in point of fact written into the law in very clear and specific terms.
