Andrew Frank's propganda letter to the City Paper

Andrew Frank is the First deputy mayor for Neighborhood and Economic Development in the Dixon administration. There are people who say that he is running the show at City Hall. He seems to know how to take advantage of good press for the Mayor. The City Paper named Dixon as "Baltimore's Best Politician" and Frank quickly sent in the following letter agreeing with their opinion of his boss. You can read the flattering letter here.
"But she is also compassionate, funny, fair-minded, and an inspiring leader, working 16 hour days, seven days a week."
