Why does Delegate Talmadge Branch have a building named after him?

Talmadge Branch is a 53 year old 14-year member of the House of Delegates. Branch represents East Baltimore's 45th legislative district. Despite his relative young age and lack of decades of experience, he has a government operated building named after him in his district.
The Talmadge Branch Building at 1910 N.Broadway houses the Baltimore City Department of Social Services.
Tax records show the property (officially listed as 1400 E North Ave) is owned by J4P Associates located at 25 East Drive Margate NJ 08402-2113. When you look up the address in New Jersey it traces back to a company called P J4 Associates. Margate is located right down the boardwalk from Atlantic City.
How is this allowed to happen? You get a prominent building named after yourself when you are still young and in the prime of your career? Sounds like a North Korean "great leader" tactic. It's always nice to have your name plastered out there like a 365 day a year permanent campaign sign. This permanent campaign sign is funded by the tax payers unfortunately.
