Pigtown's Frustration Evident At Crime Summit

The people of Pigtown have been very frustrated with the revolving door criminal justice system of Baltimore for the past few years. I have posted summaries that dealt with crime summits they have held to address specific concerns. Below is an email I received from a person who attended the latest crime summit. It gives in depth insight in to what is going on in one neighborhood. We can only hope that public summaries like this one will remind judges and prosecutors that they are being watched and that they need to take these repeat offenders off the streets:

"Pigtown’s first "Crime Summit" occurred on 7-30-08. This "Summit" resulted in a closer working relationship between The Southern District Police Department, WPNPC’s ’08 Board of Directors and residents. In an age of "Do Not Snitch" and intimidation of law abiding citizens, WPNPC’s Chairman, Dan Cosgrove, and the Board's Public Safety Chairman, Sebastian Sassi, introduced a NEW no non-sense law and order approach to WPNPC's public safety policy. The community responded overwhelming with thirty-three (33) residents attending the first "Crime Summit." Those residents are now form a network relaying real time information to the Southern District Police Department.

The second "Summit" occurred on 9-30-08. With the Southern District Police Department rounding up and arresting so many criminals, WPNPC's Chairman, Dan Cosgrove, asked the States Attorneys office to attend the second crime summit and explore the Court's treatment of those arrested. The Chairman presented a spreadsheet of criminals recently arrested and awaiting trial. Conversation quickly turned to Robert "Bobby" Lilly—arrested on 09/10/2008 for one (1) count of CDS—controlled Dangerous substance, i.e. drug dealing case: 3B01977216.

A court found Mr. Lilly guilty on 12/01/2006 of eighteen (18) counts related to drug dealing. The court handed down a ten year sentence with nine (9) years eleven (11) months and twenty-eight days (28) days suspended. The Court placed Robert Lilly on three years of supervised probation, case: 206306003. While awaiting trial for the eighteen (18) counts, Police arrested "Bobby" Lilly again for dealing drugs, case #806264010. The Court allowed him to plea guilty and pay a $100.00 fine and $165.00 court cost. This charge was not held against him when sentenced 12/01/2006.

Police, again, arrested "Bobby" Lilly on 8/25/2007 for two (2) counts of CDS. This case received NOLLE PROSEQUI—which is Latin for "drug dealers have more rights than law abiding citizens". The Police have since arrested Mr. Lilly, yet again, on 09/10/2008 on one (1) count of CDS, case 3B01977216. The Court scheduled this trial for 10/24/2008, 08:30 AM, room 2 at 700 E. PATAPSCO AVENUE BALTIMORE 21225-1960. The Court did issue a warrant for "Bobby" Lilly’s arrest for violation of probation for the charges related to the 12/01/2006 sentencing: case, 206306003.

The Courts inability to keep serial drug dealers off the streets of Pigtown fuels frustration within the community. The prosecutors attending the crime summit stated judges decide the fate of those the Police are arresting. They offered to ask a judge to come and speak with the community at the next crime summit and address the community’s frustration."
