Could Stephanie Rawlings-Blake end up Lieutenant Governor?

There is a rumor going around that states that Lieutenant Governor Anthony Brown is being considered for a spot in the Obama cabinet. If he is selected then Governor Martin O'Malley must pick a person to replace him. On the Baltimore Sun message board a poster named "Zone 17" suggested that O'Malley could pick Stephanie Rawlings-Blake to take Brown's place. Rawlings-Blake's father helped get O'Malley elected Mayor and he is forever politically indebted to the Rawlings family. Rawlings-Blake would help O'Malley appeal to black women and this would help in a potential primary against Peter Franchot in 2010. Franchot has allied himself with many black organizations with his anti-slots stance.

This scenario is only a theory of course. It would also be very interesting to see how city council members would jockey for position if the City Council president's spot was vacated.
