AB 241, The Responsible Breeder Act, or "Puppy MiIl Bill," which would have limited the number of intact cats or dogs maintained by a breeder/seller, was passed with bipartisan support in the California legislature only to land on Governor Arnold Schwarzenegger's desk where he promptly vetoed it.

The Governor, in his veto statement said the following:  "...this measure has the potential to criminalize the lawful activities of reputable breeders, pet stores, kennels, and charitable organizations engaged in raising service and assistance dogs. For these reasons, I am unable to sign this bill.

According to Judie Mancuso founder of Social Compassion in Legislation, the Governor misunderstood the contents of the bill.  Mancuso says, "AB 241 did absolutely nothing to hamper raising service and assistance dogs, nothing! The Governor's behavior in Sacramento right now is really inexcusable. He is crippling our state, impeding progress and has hurt many people and animals in the process."
