Homes cannot be sold unless retrofitted

At a time when thousands of homes are sitting empty because of foreclosures and abandonment, under Obama and the Democrats cap and trade (tax)  bill, Americans wishing to sell their homes must retrofit them first before trying to sell them.  They would be required to meet "green guidelines"  in order to  put their homes on the market if the bill becomes law.

As part of the 1,400-page legislation, a new federal policy requires that residential, commercial, and government buildings have to be retrofitted to increase energy before they can be sold.

The bill reads, "The Administration shall develop and implement, in consultation with the Secretary of Energy, standards for a national energy and environmental building retrofit policy for single family and multi-family residences.   It will be up to the states to make sure the government's plans are carried out.

The program would involve a system of certified auditors, inspectors, and raters who will inspect homes and businesses using devices such as infrared cameras. They would examine things like water usuage, infrared photography, and pressurized testing to determine the efficiency of door and window seals, and indoor air quality.

The government may provide loans up to 50 percent of the costs and the homeowner would have to pay the other 50 percent.  So if it costs $10,000 to retrofit a home, the government will loan the homeowner $5,000 and the other $5,000 would be pad by the owner of the residence.

Comment:  With thousands of foreclosed, unsold  homes deteriorating across the United States, the Obama and Congress will add thousand more as people abandon homes because they cannot afford to "green retrofit" them before trying to sell.  In the midst of the world recession, edging toward a depression, the Democrats have placed another burden on the middle class Americans.
