New U.S. proposals have failed to overcome Iraqi opposition to a proposed security pact, two lawmakers said Thursday, and a senior government official expressed doubt an agreement could be reached before the U.S. presidential election in November. As the details of the U.S. proposal have dribbled out over the last couple weeks, it's become increasingly apparent this status of force agreement has very little to do with Iraq and everything to do with Iran.
