It's Called Blackmail

Following yesterday's post on the U.S. proposal, now under consideration in the Iraqi Parliament, for a long term presence in Iraq, the UK Independent is providing additional information:
The US is holding hostage some $50B of Iraq's money in the Federal Reserve Bank of New York to pressure the Iraqi government into signing an agreement seen by many Iraqis as prolonging the US occupation indefinitely, according to information leaked to The Independent.

US negotiators are using the existence of $20bn in outstanding court judgments against Iraq in the US, to pressure their Iraqi counterparts into accepting the terms of the military deal...
Despite the Bush Administration's push, it seems the Iraqi Parliament is slow walking any approval of the agreement.  The Iraqi Parliament reported early this week they were likely to miss the end of July deadline, and is now suggesting a formal delay may be requested.

There is a component of this story that is some combination of sad and ironic:
In Iraq, objections to the agreements have provided long-battling political blocs something to agree on. In a letter this week to Congress, representatives of virtually all of Iraq's major political and sectarian groups said they "strongly reject" any agreement without "clear mechanisms [and] an agreed timetable" for U.S. withdrawals.
After spending so much blood and U.S. treasure on bringing the various Iraqi factions together, the Iraqis finally found an issue they all can agree on.
