After thousands of complaints from consignment and thrift stores, and hand-made toy makers, the Consumer Products Safety Commission has made exemptions to the Consumer Product Safety Improvement Act that takes effect February 10th.
Products made of natural materials like cotton, wool, or wood will be exempt, although the exemption may not take effect before February 10th. The commission also released a statement regarding thrift and consignment shops saying,
"sellers of used children's products, such as thrift stores and consignment stores, are not required to certify that those products meet the new lead limits . . . or new toy standards."
