I haven't seen the actual language of the amendment but according to Senatus:

This amendment would require all 700 miles of physical pedestrian fencing on the southern border to be completed by December 31st, 2010.

We have waited this long, I supposed we can wait another year and a half, but this project definitely falls in the category of "believe it when you see it."
