Five Honolulu City workers were indicted Nov. 3 on theft charges relating to forged overtime.

HONOLULU--KITV is today reporting that two of the five City workers indicted yesterday on theft charges were supervisors.  Their overtime scam almost doubled the supervisors' salaries--making each of their earnings close to $100,000 per year.

The television station reported investigators told them four of the men, Manuel R.K. Castro, Michael C. Domingo, Joseph A. Sardinha III, and Lydell J. Herodies, have confessed to the overtime scam charges.  The workers were street sweepers for the Department of Facilities Maintenance.

Castro, one of the supervisors, was indicted with bribery and tampering with a government document in addition to theft.  KITV reported he was receiving 20 to 30 percent of his employees' allegedly forged overtime pay in exchange for approving their reported hours.

Roman G. Thomas, a night supervisor is the only one of the five indicted men who did not confess to the crime, KITV further reported.  Castro retired the day after he confessed; his three subordinates are on administrative leave with pay, and face being fired if convicted.
