President of top funding source for D.C. youth-serving nonprofits becomes head of homeland security

Around this time last year, DC residents could read about their own reality show in their own backyard when Mayor Fenty presented Millicent Williams to the board to be placed at the head of the Child & Youth Investment Trust Corporation (CYITC). Councilman Vincent Gray and the rest of the board were leery of the new appointee's record and relationship with the mayor-- who, by this time last year, had began his not-so-positive relationship with the council he once served on. Their concerns, and the concerns of others, were based in the belief that an organization such as CYITC could best be served by someone without connections to the mayor and his administration.

CYITC is a nonprofit that was created to serve as a non-govermental arm that oversees DC monies and private funding, establishing and articulating criteria to area nonprofits who apply for funding. Last year, when Williams was appointed as the head of the organization, the DC Council and local media went into a frenzy. Here are some recaps from last year:

This week, CYITC announced that Williams will be leaving her post as the head of CYITC to man an even more arduous task as Director of Homeland Security. This new appointment comes on the heels of recent news suggesting that CYITC has allocated funds to organizations such as the group the Peaceaholics who engage in questionable administration of resources and services.

The CYITC website posted this week this message:

Millicent Williams has been nominated by Mayor Adrian Fenty to be the new Director of the Homeland Security and Emergency Management Agency. Since she arrived at the Trust in July of 2008, she has streamlined operations, improved grants management and developed systems to ensure greater overall accountability of the organization to stakeholders and grantees. Over the next few weeks, the Board of Directors will announce its plan for the transition of leadership. Both Millicent and the Board are proud of the achievements of the Trust over the past year, and are confident in that the staff will continue the excellent work under the direction of the senior management team.

DC Homeland & Security Offices to move East of the River

Eleanor Holmes Norton hosted a town hall meeting last year in October at the UPO/Petey Greene Community Service Center at 2907 Martin Luther King Jr. Ave. SE that introduced plans for use of St. Elizabeth’s east and west campuses to be used as the site of DC's Homeland Security and Emergency Management Agency. It is estimated that approximately 14,000 people will be moved into the new space to work, which will boost the local economy. In addition, with the arrival of a federal agency to the area comes the possibility of expanding Metro rail services that will increase transit opportunities for residents and employees of the soon-to-be-relocated DHS.
