Today Governor Pat Quinn signed into law a bill that makes it easier for the Cook County Board to overturn a veto by the Board President. Until now the board has required a 4/5s majority to override a presidential veto. Going forward it will only take agreement by 3/5s of board members to do so.
Stroger's unpopular sales tax increase has come close to being overturned by the board, but members were never able to gather enough support to kill his veto. Now members who have stated their continued opposition to the one-cent on the dollar sales tax hike will likely come under increased pressure to eliminate it.
Just last week a report was published confirming that the sales tax hike has indeed hurt Cook County businesses. The Chaddick Institute of Depaul University found that while all sales tax receipts had plummeted over the past year, suburban Cook County's had fallen even harder than in the collar counties or the City of Chicago. Proof, if any were needed, that people would rather pay less in sales tax than more.
