Sometimes news blips come out of places you wouldn't expect. James Walker from Binge Gamer heard through playing 1 vs 100 that Cliff Bleszinski (CliffyB) was asked about a female character in the next Gears of War by Chris Cashman. He responded in true PR-speak claiming there could be "possible aspects" of a game that "may or may not" be in development. Thus not specifically giving a "yes" .. but enough where we can read through the red tape talk.
Telling by a cover by artist Jim Lee for a Gears of War comic, we might have our second clue right there.
