Is there a way to weaken hurricanes?

Over the past few decades the stronger hurricanes get, the more people want to know if there is a way to weaken them. Scientists have been working on many different concepts over the years, with most agreeing on a concept called "seeding". This is a method in which a plane will fly over the clouds and drop chemicals in an attempt to weaken the hurricane. This is a more common practice in China where, during an extreme droughts they do the opposite and make it rain.

Now, Bill Gates, the founder of Microsoft has another plan to weaken hurricanes. His plans includes dropping cold water into the warm waters and have hundreds of ships depart with the cold water on board in hopes of dropping it into the water. This ships will have to be able o withstand the possibility of over 100mph winds and up to fifty foot waves. It is also thought that the warm water will rise to the top of the surface and may not effect the storm at all.

If the conditions in the atmosphere are right, the hurricane will do what it wants anyway. It is estimated that each time this is done, it will cost over 1 billion dollars. His plan is to get the money from insurance policies and Federal Grants. At this point, it is unknown what this will do to the marine life in the water, but going from bath-like water to much colder water, may harm it severely.

If there is a way to weaken hurricanes safely, and move efficiently, I'm all for it. But, remember, no matter how bad hurricanes are the world needs them a s away to release the heat that's built up.
