Commercial use kits/items are a resource that may be used to make any type of creation which you may claim as your own and sell or give away. Some commerical use items require that you give credit to the designer and some do not.
Before you use any type of scrapbooking download it is important to view the designer's TOU (terms of use) to make sure you do not violate any terms when you create your project. If you have any questions about what you are allowed to create there are usually links or an email address in this file so you can contact the designer and ask about their policies.
Most shops sell CU items and there are even CU freebies available. For free items I recommend using CU Freebies Only which has a large collection of CU links from many designers that are updated daily. Another popular place is Gunhild Storiede's blog. She makes fabulous CU/PU items and often includes tips on how to use them too.
Another useful thing to have when designing your own elements are actions. This is a script that photoshop uses (they are only compatible with Photoshop) to apply different effects to your element. For example there are scripts to make things look like chrome or felt. One of the most popular shops for actions right now is Atomic Cupcake. They put up a new free script on their site every Wednesday if you want to try their products.
