Canned pumpkin is the key!
Use just plain canned pumpkin, not pumpkin pie filling! Spoon pumpkin right out of the can onto a cookie sheet lined with wax paper in small cookie size portion. Place in freezer till frozen 35 to 45 minutes. Remove from freeze, put cookies in a zip lock bag and store in your freezer. Feed to your dog as needed.
