President Obama has something like three dozen "czars" responsible for everything from closing Gitmo, drug policy, the auto industry to relations with Hollywood.

What is the purpose of all these "czars" or directors or whatever you want to call them? I had a buddy who was a supply seargent in the Army. He told me the first thing he did when he took over a company's supply operation was to assign responsibility for part of the inventory to each of his underlings. He had them sign receipts for all of it and take accountability for it. While he was still ultimately responsible for it all, this provided an added layer of insulation from direct responsibility for any problems that came up.

We have a president, cabinet secretaries, department heads, deputies, staffers, etc. The "czar" concept is employed to provide added cover on issues as well as to attempt to better navigate the bloated bureaucracy by adding yet another layer of bureaucracy.

I guess you can call it another jobs program.  Some might conclude that this is a sign that the government is trying to control too much, but who cares what the taxpayer thinks. Long live the Czar.
