SNAP (the Spay/Neuter Assistance Program) Mobile Clinic in Houston, Texas provides free – yes free – city licenses, spaying, neutering, and rabies vaccinations (for dogs that have been spayed or neutered through SNAP.

Houston’s SNAP Mobile Clinic is only available to those who receive state and/or federal income assistance. (*See below for the full list of public assistance programs that qualify).

SNAP's Mobile Clinic in Houston, Texas was the first spaying and neutering clinic on wheels developed in America, and today, continues to provide high quality veterinary care in low-income neighborhoods (where cost and transportation are often hurdles in obtaining animal healthcare).

The mobile clinic operates on a first come, first serve basis with the intake of animals starting at 7:45 AM - so make sure you get up bright and early to avoid a long line. No overnight stays are permitted and most animals will be ready for pick-up between 4:00 PM – 5:30 PM.

*To qualify for free services, clients must bring Texas-issued identification and proof of participation in one of the following needs-based public assistance programs:

Children’s health insurance plan (CHIP), Major Disability Food Stamps, Medicaid, Free Lunch Program (Public Schools), Social Security Disability, Harris County Hospital District Gold Card, Special Supplemental Nutrition Program for Women, Infants, and Children (WIC); HUD Section 8 Housing, Supplemental Security Income (SSI), and Temporary Assistant for Needy Families (TANF).

The Houston SPCA's Public Spay and Neuter Clinic provides free vaccinations and spaying / neutering surgery for pets of income qualified families. Qualifications include Medicaid, AFDC, Food Stamps, Social Security Disability, WIC, AIDS Foundation, and Major Disability/VA.
