New laws regarding gift cards will be in place next summer under the Credit CARD Act of 2009. Each state has its own stronger laws.
Minnesota's Regulations are simple and wonderfully straightforward:
No expiration dates.
No fees.
Does not include debit cards or other legal access devices used to access a deposit account, prepaid calling cards, cards linked to bank accounts usable with multiple unaffiliated merchants.
Therefore, if you've hesitated giving gift cards because you're afraid the recipient will not use it before it expires or has so many fees that it becomes worthless, you have additional assurance your gift will be used.
