Back door gun registration is being proposed for Wisconsin by Senators Coggs, Taylor and Lassa; Representatives Richards, Staskunas, Turner, Young, Sinicki, Berceau, Colon, Grigsby, Fields, Pasch, Kessler, Zepnick and Toles.
SB 367 is yet another attempt to infringe upon lawful gun owners in Wisconsin by making it a crime not to report a lost or stolen gun within 48 hours of discovering the loss or theft. I am not clear how anyone will know if a stolen gun that shows up at a crime scene just 5 hours after it was stolen is your gun or to whom it belongs. The fine for a first time offense is only $1,000 and or 90 days in jail. Should you have a second gun stolen and it is used in a crime before you report it, you risk a $10,000 fine and nine months in jail. Who is to say when you “discovered” it was missing which started the 48 hours clock? How do you prove you did not know what you did not know?
Here is where the initial gun registration begins.
A law enforcement agency that receives under sub. (1) (a) a report of a stolen or lost firearm shall do all of the following:
1. Create a file that includes as much of the following information as is
available:
a. The date on which the firearm was stolen or lost.
b. The caliber, make, and model of the firearm.
c. The serial number of the firearm.
d. Any distinguishing mark on the firearm.
e. The location at which the firearm was purchased by, or transferred to, the
person making the report under sub. (1) (a).
This information becomes a permanent record. Even if you recover your property, neither the local law enforcement agency nor Department of Justice is required to purge the record of the firearm or its lawful owner.
The camel’s noise is now under the tent. It is a very short step from here to require that all guns be registered.
The Wisconsin House Criminal Justice Comittee has scheduled a hearing on SB367 on Thursday, December 10 at 10:30 A.M.

Does Wisconsin have recall laws for public servants, including the recall of judges, mayors, state lawmakers and the governor?

Law Enforcement Officer: "Sir were you aware that your gun was used in a crime?"
Steve the Strawman: "That can't be officer, I've got all my guns safely locked up in storage. Here I'll show you."

StS: "Oh my stars and garters, they've been <I>stolen</i>! Well it is a good thing you are here, I can report that several of my guns have been stolen."
LEO: "Well if you could just give me the makes, models and serial numbers . . ."
StS: "Well I'm sure I don't know for certain; there were some revolvers, and some semi-autos, maybe a rifle or two . . ."
[Six Monsths Later]
LEO: "Sir were you aware that your gun was used in a crime?"
StS: "That can't be officer, I've got all my guns safely locked up in storage. Here I'll show you."

What if one is on vacation out of state when the gun is stolen? This is FOOLISH. As a Jewess in the US, I would like to remind everyone that America wasn't won with a registered gun! And that criminals are stopped by FIREARMS, not by talk. That is why all REAL Americans put our 2nd Amendment FIRST!!
Proposals such as this cowardy, insipid gun-control one reflect nothing less than the progress of the Homosexual Power agenda in America! What is happening to so many male legislators to make them so EFFEMINATE?
This is what happens when you have a two faced lying hipocryte for a governor and the majority of the state reps are members of the same lying and conniving party (democrats) These are also the same people who told us the six lane Hoan bridge over the Milwaukee harbor is insufficent to handle the traffic it has but want to replace it with a four lane surface road complete with a draw bridge...
I am guessing that the logic of this bill is to deter people from selling weapons to felons (who may be prohibited from buying them). The seller can claim they were stolen when they are found to have been used by the felon in a crime. If you sell the gun to a felon expect it to be used in a crime. Some sellers claim the buyer stole it to get themselves off the hook for selling it to a known felon.
Just guessing but I can see the point of this law.
