It's not just your imagination...it has been cooler than normal this summer. Even with a handful of short hot spells scattered across the last three months, temperatures in and around the San Francisco Bay Area were below normal. The primary cause was a succession of upper level troughs of low pressure that brought generally cooler air through a deeper marine layer and stronger seabreeze.
San Francisco's average high temperature for June, July and August was 67.0 degrees, almost a degree and a half below they 30-year normal of 68.4 degrees. Over the course of the three-month (92 day) summer period the daily temperature was only above normal on 21 occasions.
San Jose recorded an even cooler summer with a deficit of 3.3 degrees below the normal of 83 degrees. Despite a couple of 100 degree days the last week of August, as well as 13 days when the temperature reached at least 90 degree, the maxima only exceeded normal on 25 out of 92 days.
Elsewhere around the Golden State, summer readings were near to slightly below normal near the coast and near to slightly above inland.

What's odd about the California coast is that warmest month of the year is usually September. Real, honest-to-god fall is quite brief in the area, usually only between around Columbus Day and up until around Thanksgiving when the rainy season has definately settled back in.
