Buffalo, New York resident Monique Watts had hens in her backyard coop despite a 2004 law that banned chickens citywide. This law had been aimed at eliminating cockfighting but many coop owners were unaware they were disenfranchised when the ordinance outlawed urban flocks. When someone turned Watts in using the city's 3-1-1 line, she had to relocate her birds
Watts started a campaign to legalize chickens in the city, a long battle that was successful. Now Bufalo is added to the growing number of cities that allows urban residents to keep their own flocks. Buffalo will allow 5 hens per residence.
