You can have a rooster in Los Angeles- unlike more than half the cities that currently allow urban chickens.
You may have only one rooster, that is.
In order to decrease noise due to crowing, and to help decrease cockfighting, only one rooster will be allowed. Some exceptions will apply when the new ordinance takes effect in November. Violators will be subject to fines. The ordinance passed by City Council September 29, 2009, 12-0, excepted only "permitted and licensed commercial, agricultural or industrial business" located on a street with appropriate zoning. In the LA Times, Councilwoman Janice Hahn, sponsor of the ordinance, stated it would provide peace and quiet to her constituents while helping animal control officers crack down on cockfighting.
The crowing of a rooster becomes far more frequent when roosters are within earshot of each other. While some breeds scarcely crow at all, others crow incessantly when presented with the perceived threat of a neighboring cockerel. In an urban setting, multiple roos can cause quite a ruckus. Most of the complaints came from the San Fernando Valley area, where chickens are prolific.
Those who currently own more than one rooster can apply for a $50 permit that will allow the extra roosters to be grandfathered when the ordinance becomes valid.

This is a good ordinance, and it will also help reduce the number of cockfights that happen in LA. I hope other cities and counties pass similar ordinances.
