As I mentioned in my post yesterday, Senator Reid's office: Unemployment extension legislation vote scheduled for Tuesday at 2:30, that once the interim senator appointed by WV Gov. Manchin is sworn in the Senate will vote on unemployment extension legislation. A new issue is that the House will then have to vote to accept any changes the Senate makes to the legislation.
Manchin’s appointment to the seat of the late Senator Byrd is expected shortly, but the governor appears to have made his selection:
Associated Press Friday is reporting Gov. Joe Manchin will name attorney Carte Goodwin as a temporary U.S. senator to serve until the next election.
Goodwin is an attorney with Goodwin and Goodwin in Charleston where he was Manchin's general counsel from 2005 to 2009. An announcement is scheduled for 2 p.m. at the governor's office.
The version of the unemployment legislation has yet to be released, but according to Senator Reid’s office the legislation will look similar to the legislation proposed two weeks ago - H.R. 4213 - which is the bill that failed to pass by one vote on June 30 because 39 Republicans and Democrat Ben Nelson voted against it.
The unemployment related contents of that legislation are presented below. The Home Buyers Tax Credit piece of the legislation has already been approved.
Summary of Reid-Baucus Substitute Amendment
Unemployment Insurance
Extension of Emergency Unemployment Compensation (EUC) program - The Emergency Unemployment Compensation (EUC) program phased-out at the end of May 2010. This program provides (depending on a State’s unemployment rate) up to fifty-three (53) weeks of extended benefits. The bill would extend the EUC program through November 2010 and is retroactive.
Extension of Extended Benefits (EB) program - 100% Federal funding for the Extended Benefits (EB) program phased-out at the end of May 2010. This program provides up to an additional 13 to 20 weeks of benefits in certain States (i.e., 13 weeks for States at or above 6.5% unemployment and another 7 weeks for States at or above 8% unemployment). The bill would extend full funding for the EB program through November 2010.
Eliminating the penalty for part-time employment in the Emergency Unemployment Compensation (EUC) program - The legislation coordinates EUC Benefits with regular Benefits by providing States with a number of options to allow EUC claimants to remain eligible for the EUC program when they become newly entitled to State unemployment compensation if switching to State benefits would reduce their weekly UI check by at least $100 or 25 percent.
The three provisions immediately above are estimated to cost $33.9 billion over ten years.
There is some need for caution as this legislation moves forward because the House will then have to agree to any changes that the Senate makes to the original bill. If the Senate passes legislation as it was written in the House, the bill would then go directly to President Obama for his signature into law. But the unemployment legislation that eventually passes in the Senate next week will likely contain changes to the House legislation. As a result, according to a Democrat Senate aide, the House will then need to review and approve those Senate changes.
Unfortunately the legislation does not contain any relief for the 99ers - those that have exhausted all unemployment benefits. This crisis still needs to be addressed, but it doesn't seem to be addressed as quickly as needed. Whenever I see a statement such as “Senators have not seen the bill they will be voting on’ I have some concern, since the legislation needs to be agreeable to the two Republican Senators from Maine who voted with the Democrats. If the legislation is changed the House will also need to approve those changes. The House is likely to act quickly, but any delay is going to cause havoc to the lives of millions of unemployed.

I guess I would be one of those 99ers that got cut off early ! I tried to pick myself back up, did take another job and was laid off after 17 weeks due again to this economy. Well after going thru tiers 1-4 looks like I dont get the addtional 20 weeks from FED ED to make even my 99 weeks. Why ? because I took another job that messed with my base period. Nice ! The following is the reply from EDD about FED ED for me :
The only extension that you have not collected on is the 20 week FED-ED. You dont qualify for that extension because, unlike the other extensions, it is based on your most recent, valid claim. The claim had to have at least 20 weeks of benefits in it to qualify for the FED-ED and your last valid claim had 17 weeks.
The average time it is taking the seasoned, experienced, degreed individual to gain employment after an unexpected layoff is more than six months (24+ weeks). Why would we only have unemplyment insurance for a 13 week period and expect that to work?
To the individual who wants to reduce whitehouse pay from 174k to 50 k does not have much touch with reality. The cost of living in Dc is not low. $174k is not making anyone rich. $50k however would be poverty.
In my opinion this replacement is awful, a rich attorney is going to fill the seat that byrd left behind! Does anyone know where he stands on unemployment, let alone the 99ers?
ok wow this is BS! My husband lost his job and as a result had to return to school at 30 years old I work full time, however my hours just got cut, and we have a 21 month old. So now an answer we were supposed to have today, we won't get until tuesday...thats nothing but bull! pass the bill so i can have the money to pay my bills.
Ill do that job for 50k,(I dont know any part time job that pays that, especially with full bennies) with 36 weeks off a year you could afford to live in DC part time

I know that you have spoken of the 99ers and I am one of them, single woman, 59 1/2 yrs. old, out of work since 4/07 and applied for food stamps (waiting)
for the 1st time in my life. I am an ovarian cancer survivor, breast cancer survivor and one tough broad but I am at my total breaking point! I do not know what I will do. I thought the vote coming up (I've been following you for weeks) included the 99ers and was keeping up some hope.
I will run out of money shortly - probably file for bankruptcy as I've been paying my bills including my enormous debt each month along with a mortgage, etc.

And as far as other programs to help out 99ers. I just found out that my sister who is a 99er is now trying to get disability. She feels forced to do this since she has 3 kids to feed and get ready for school.
Michael bring this up in your next letters to the people you talk to about increasing debt with state programs such as disability, and food stamps in comparison to federal extended unemployment benefits.

i previously worked at a place called US manufacturing prior to this downturn. they made axles, they were the worst, in one year i was one of the top in seniority due to them hiring and firing over 500 people in that year! they were awful in the way they treated people, it was a sweat/slave shop! i ended up quiting and the place i went to closed their doors! they are now in the UAW! that was when things were good i could only imagine how many places are instituting the revolving door policy! I believe that company recieved a tax incentive for each new hire (by that i mean that the government paid a portion of their wages)! So we need to be dilegent of that as well! My body has never been the same since!

@stillhurtin- so you worked for us manufacturing they had a plant in port huron also. i hope they include us that vote tuseday i tell you i'm about ready to go out mind waiting!!!
@ unhappy us manufacturing consolidated 3 smaller plants the ones in port huron, bad axe and lexington and moved to the old tank plant in warren! i worked for them a-holes for 1 year back in 05, it was the most physical job of my life, i was literally on a diet of pain killers, every day as i worked 7 days a week through the pain! most people that sustained employment there have had to have back surgery!
Mike, thanks again for another great article. This is good news for many, but it should be a sobering reminder that if nothing is done for the "99ers" in this bill, it likely will not get done later. I really suspect this is a one-shot deal, and hope that someone will at least propose including it in this bill.

The Unemployment Extension Benefits is good bills that will help ours economics . Better than our goverments spend money for the other country. Well we all know the Repulicans don't mean to help any of us, they plan to fight and not extend unemployment in hopes it will make the Democarts look bad. Then they can sit back and reap the rewards. To tell the truth right now I can't either one of them and I don't mean anyone from both sides that did vote yes, I mean those sorry worthless SOB's that have held up unemployment and refuse to add tier 5 for months. Lucky for the 99ers some of the Democrats are on our sides, but I'm sad to say they are so far standing alone. They want help the 99ers because if they did, all that things are getting better crap will come to a screeching hault. Because the unofficial number of JUST 99ERS is about 2 million people, so you know they can't let that leak out. Because we are only a 3rd of the total umemployed they will only help the majority. It's like playing war, kill the civilians to kill the enemy. 99ers we are those civilians being killed to stop a financial enemy, we are victoms of war.
I have to say it seems to me no one ever seems to talk about the real problem in this country,very few people have almost all the money. Isn't funny when you see all those people talk about how bad the president is they make about a million or more a year to say that. The real worker made about $6.00 per hour plus good benefits in 1980. Now they want you to work for 9.00 per hour and no benefits. Then they can't figure out why people are not buying things. Repubicans don't give a damn about you, they only want your money or your vote after that you are a liability to them, just look at how they have tried to stop health care, financial reform, unempolyment extension etc. if it helps the common working person they are against it. I worked for over thirty five years in construction and never collected an unemployment check, now that the wall street crooks, banks and other big money places ripped us off and got reimbursed for it,I have tried to get a job anywhere . Im almost 60 so no one wants to hire me,to all those working I am very happy for you, be gratefull, for those who are down to there last unemployment check I share you pain last week was mine and now in one week I will be living on the street what a nice retirement after almost 40 years of working, maybe we will meet in tent city. At least this Obama Admin. did alots of thing for ours people than Bush Admin. Republicans need to think. Republicans=rich people, they don't care hard working ,and poors americans.
@stilhurtin-food for thought i was talking to couple of my friends that have lost their jobs and have not reach the 99 point. they told me they received a letter in the mail today from unemployment that said they will be receiving their emergency extension. now how can that be if they haven't voted on it yet??? they live in michigan
@ unhappy, that doesnt make any sense, the only thing i could figure is maybe the state is paying for it instead of the feds, but we both know the state is broke (unless the state got federal funding)! if you get a chance ask them what tiers they are in and how many weeks they are supposed to be eligable for? oh and when they are to start recieving their fisrt checks? i remember awhile ago it seemed that florida bypassed the feds and did something on the state level but dont quote me on that! that could be one way around the senate a-holes!
I am posting this on every forum for UI. The majority of people posting on this site should be diligently searching for a job. Are they? No. Hate to tell you but if you had a job in mortagage or construction, that job will not be returning at the level of salary you may have grown accustomed to. With that being said, get up off your duff and apply anywhere to get you over this hump. A few more weeks of unemployment will not help you save that mcmansion that you could not afford in the first place nor that high end car you are tooling around in. America was not built on debt. Cut the cards up. America was built on the sweat of hard working Americans. Quit being whiners and wanting a lifestyle that you were not entitled too in the first place. Most Americans know that the majority of those who are receiving this entitlement are deadbeats who don't want to get a job.
