- Members of the legislature, agency officials, major and minor political figures, the media and other ticket holders sat on the main floor. One protester disrupted the governor's remarks when he started talking about hydraulic fracking.
- Members of the media, including CGE, were assigned seats in the back of the main auditorium. Media selection was handled by the Ohio House of Representatives when Gov. Kasich moved the location of the address from the Ohio Statehouse to Steubenville.
