Foul Politics taint Broadmoor


SF Patrol Special Police Officer Hanley Chan

Wednesday, August 12 marked the official end of the filing period for all local elections in San Mateo County. Currently 13 cities, 14 school districts and 18 special districts are scheduled to hold elections but far fewer will actually end up on the ballot.

For many jurisdictions, this will be a quiet election year as only the minimum number of candidates for the commensurate number of available seats – or even less – filed to run for election.

Despite the lack of interest in some races, others will be hotly contested. In a series of articles to come, many of the races will be profiled in this column, particularly those that provide interesting fodder for the politically passionate.

One such race with real dramatic potential is for two available seats on the obscure Broadmoor Police Protection District Board of Directors. Broadmoor is the small unincorporated village which is literally surrounded by Daly City but not part of Daly City. The residents of Broadmoor are governed by the county directly but maintain their police force governed by a three member commission elected by Broadmoor voters.

This year, two seats on the Broadmoor Police Commission will be on the ballot and for the second election in a row, the seats will be contested.

On the ballot will be veteran incumbent Joe Sheridan, appointed incumbent Ralph E. Hutchens who replaced former commissioner Glynis Carreira who resigned mid-term last winter, and newcomer Hanley Chan.

In this election, it is Chan who is among the more controversial candidates seeking local office. Chan is literally a newcomer to this community having only moved into Broadmoor from South San Francisco only months ago.

Chan is a member of the San Francisco Patrol Special Police, a quasi police agency that dates back to the gold rush days. The Patrol Special Police provide supplementary services on a contract basis primarily for commercial clients.  Formed in 1847 by merchants to combat the insurgence of Barbary Coast outlaws, the Patrol Special Police was incorporated into the city’s charter in 1935.  Since revisions pushed by San Francisco Police in 1994, Patrol Specials and their assistants have really lost any real police powers and can no longer issue citations or book their own arrests. In short, the Patrol Specials are more akin to security guards than police.

But the Patrol Specials remain under the jurisdiction of the San Francisco Police Commission and, to some extent, the San Francisco Police Department.

That is where Hanley Chan’s troubles in San Francisco stem from.

At present, Chan is under suspension from the Patrol Special Police due to a variety of charges pending against him including wearing his Patrol Special Police uniform and badge at a Los Angeles Firing range while Chan and some buddies were firing off rounds and demonstrating and talking about what is known as “bump firing” semi-automatic weapons. To “bump fire” a weapon is to utilize the recoil of a semi-automatic weapon to depress and reset the trigger against a locked finger or thumb, thereby increasing the rapidity of fire and mimicking bursts of an automatic weapon. Videos of Chan posted on his own My Space account at the firing range made their way to the Management Control Division of the San Francisco Police Department, which in turn lead to Chief Fong making a complaint to the San Francisco Police Commission which regulates the Patrol Special Police as it does the SFPD.

In other words, Mr. Chan was busted for playing Rambo with some friends while showing off his badge and playing the tough guy, in violation of established Rules of Conduct.

The offending videos have since been removed from the internet but Chan’s difficulties have not been so easy to erase.

In fact, Chan is also, according to the Police Commission complaint, under investigation by the San Mateo County District Attorney’s Office. It seems at least one Daly City Councilmember was concerned that campaign materials distributed by Chan gave the impression that he was a Broadmoor Police Commissioner. The District Attorney’s Office is then likely reviewing whether or not Chan has stepped over the line from campaigning for office to impersonating an office holder.

Still, the charges have not disabused Chan from adding his visage on his campaign web site in full Patrol Special Police uniform – which for almost every uniformed service is a major no-no.

But despite all of the controversy surrounding Chan, the investigations and questionable practices he has received some major endorsements from several local luminaries listed on his campaign web site including Assemblyman Jerry Hill, State Controller John Chiang, Daly City Vice-Mayor Mike Guingona, Daly City Councilwoman Carol Klatt, State Senator Mark Leno, Bart Board Member James Fang, San Mateo Board of Education Member Rod Hsiao, San Mateo Supervisor Carole Groom, JESD Trustees Adam Duran and Hans Hansen.

For Broadmoor residents, this should be the race to watch in 2009.

    This is a very interesting article full of contradictions and loopholes. Based on the research and material, sounds like a person with a fresh perspective is trying to bring about some needed change to an existing institution and is being faced with adversity in his battle to provide accountability and transparency. I guess it's business as usual with dirty politics in this town. It's interesting how the compliant was written, from one Police Chief to another. How about we file a compliant against President Obama for misleading the public during his campaign www.cafepress.com/mypresident.148383809. Lets also jail people for showing pride in what they do. Come on people, let's not have more of the same business as usual.

    People in Broadmoor Village need to use their heads. We have a great Police & Fire Department. Should we leave decisions to be made for our Police Department up to someone we really do not know. Where did he come from???? I read the complaints against him...We do have a lot to worry about. Look at his website, he is so involved in so many things that are not even connected to each other. It seems like to me he collects titles. How can anyone do any of these things well. I saw the footage months ago of Hanley Chan showing off for the camera swinging his gun all over the place, firing it rapidy over his shoulder not caring where the bullets went and in his Sf Special Security Police tee shirt with star that he has now pulled off the internet. This sounds like another nut who wants another title and dreams about being Rambo. I do not think that the Broadmoor Village Residents or Police Department needs to be a guinea pigs in the hands of a nut! Ask you neighbor, do you know this guy?

Or better yet, Do you know how your tax and tax overide dollars are being spent? I agree that the department needs a change in how it is run and who oversees how it's run. I bet the members of the community would be suprised what they find out...

    Have you read why he was suspended and who initiated the complaint? If you haven't allow me to fill you in; Chief Gregory Love initiated the complaint! Of course he did, he doesn't want Hanley as his boss! If you had the opportunity to pick your boss or have a hand in who was elected wouldn't you try to be sneaky and do the same? ...NO, an honest person wouldn't. An honest person would let the citizens who live in the community decide!! Go back to Daly City Gregory Love!!

    Why would you want someone running for election in our community for our Police Commission who has broken the law and is suspended from his special police security job by the San Francisco Police Department? They would not have pulled him off the job and suspended him if he was not guilty of something that was not right. I commend Chief Love for trying to protect the community from the wrong person who is trying to cover up and use a position he does not have. Is that not the reason why we have our Police Department to protect us from all thing that are wrong and could damage our area. If he is guilty of these crimes then how is that wrong of Chief Love to protect our community by reporting wrong doings by Hanley Chan? Respected politicians are dropping from his endorsement list like flies because they do not want to support someone who has legal problems like Hanley Chan.

    This is how eager Hanley Chan is? Not only did he use the excuse that he could not find the Broadmoor Police Commission meetings as the reason for never attending one. He tried twice to go to a meeting and did not have the capability of ringing a door bell if necessary. But, now on the flyer he is handing out to residence in the Broadmoor Village Area, he is claiming to live in Broadmoor. Oh! my god, he does not even know that his apartment, he has lived in for less than a year on El Camino Real by the Bart Station is on the far edge of the Broadmoor Police District. Someone needs to tell Mr. Chan that he is 1 1/2- 2 miles from where Broadmoor ends. This is very misleading and deceitful on his behalf. Great way to start! Do we want a police commissioner who does not even know where he is at. Maybe Hanley should add to his flyer that he is suspended from his special security police job by the San Francisco Police Department. He has room for one more bullet on his flyer.

    Maybe this can help the person who thinks they know where Broadmoor is. Broadmoor Village/Garden Village is west of 280. The building on El Camino Real is located in the Broadmoor Police District. If you drive down Washington Street you will notice two pillars that say Broadmoor Village. Hope this helps you figure out where your at! Broadmoor Village has a 94015 zip code....that building on El Camino Real has a 94014 zip code Colma & Old Daly City.

    Last time I checked, a man is innocent until proven guilty and what I'm reading sounds baseless (he is guilty of wearing his uniform?). Based on his credentials, endorsements and accomplishments, my vote will be for Hanley Chan. Broadmoor needs a change.

    I have looked at Hanley Chan's website and the video. Before he goes before a camera and is interviewed he needs to write down what he is trying to get across. He never sounds like he knows what he is talking about or where he is at. I'm not impressed with his website or video. It show that he knows very little about the area and most of his facts are not true. If he is not quilty, why did the San Francisco Police Department suspend him? Maybe someone should let his endorsers know that he is suspended from his special security police job for playing RAMBO and showing off!

    What I find upsetting is how the police chief inserted himself into a political situation. Looking at Ralph's website it lists Chief Love's endorsement. Making him bias in this election. Dirty politics and the good ole boy network is strong in our little community. What makes matters worse is to hear that a school board member from from our village is getting involved by trashing Mr. Chan to anyone that will listen. Maybe he is nuts for wanting to do this.

    I would like to commend Chief Love for supporting Joe Sheridan & Ralph Hutchens. The flyers that were delivered door to door on Sunday had Chief Love endorsing both Joe Sherdian & Ralph Hutchens. If you add Joe's 40 years and Ralph's 38 years it equals 78 years of experience in the community to Hanley's none. Why wouldn't Chief Love endorse the two best qualified candidates for the job to make sure his department stays stong and honest? My vote for sure is Joe Sheridan & Ralph Hutchens.

    Incumbents are in a bad position for the coming elections. Based on the outcome of the political scene for the last year, most of them have lost the confidence of the overall voting population due to the poor economy, higher crime rates and the general belief that change is required to pull us out of this disaster. This trend is much more relevant in areas that have low per capita incomes. If I were the incumbents, I would be very worried. Broadmoor has a very diverse racial makeup, so this will turn out to be a very interesting campaign.

    Hanley Chan's record speaks for itself. Anyone who supports him is either unaware of what he really is or they just don't care. What's clear is that Hanley Chan has about 20 charges pending against him in San Francisco. Only 1 charge seems to be made by the Broadmoor Police Chief and as a police officer he has a duty to bring forward misconduct so that it can be dealt with. The chief did his duty and we should be thankful for that.

    Here we are again, another election with the administration of the Broadmoor Police Department running the campaign for the incumbent(s). As another commenter noted, Chief Love is listed on Ralph Hutchens public election website as a supporter, way to be impartial. All this focus by their campaign team (including Chief and his puppets) on Hanley Chan's suspension, but what they fail to disclose is they themselves are responsible for his suspension in a very low, dirty, unfair political move by personally filing a complaint with then Chief Heather Fong. I am not surprised by the dirty politics on their behalf, it goes hand-in-hand with the way they are currently operating the department - crooked. It is time for a change and a fresh input and outlook on what has the potential to be a great department. If our residents only knew half of what was REALLY going on behind those "Closed Doors." VOTE HANLEY CHAN, time for a change.

    What is funny in a majority of these blog posts is...the majority of the posts that are in support of the incumbents are posted by members of the departments administration. That's right residents, your tax dollars are being spent on them blogging about how great they are!! It is time to open our eyes and see what is really going on here. If they put as much time and effort into their jobs as the do blogging we would have a higher rate of solved crimes and more community involvement. New residents of Broadmoor have no clue where they even live, that shouldn't be. It's time for them to get off the computer, stop blog posting and get to work. Vote Hanley Chan for Transparency!

    The true fact of the matter is Hanley Chan should not be commissioner for several reasons, and let me point out a few:

    1. He does not live in Broadmoor Village, nor does he know anything about the residents, and area of Broadmoor Village.

    2. He has NEVER attended a Broadmoor Police Commission meeting to know what is even going on in Broadmoor.

    3. He has 7 cases pending against him by the San Francisco Police Commission due to his behavior, and actions.

    The Broadmoor Police Deparment strives to keep itself in check, and wants a commissioner with experience, who has been a long time resident, who has a relationship with the people of Broadmoor. The Broadmoor Police Department has a fine group of men and women who care about the residents of Broadmoor and want to maintain that level of experience and quality that makes Broadmoor a family.

    Chan's issues with SFPD began long before he announced that he was running for police commissioner with Broadmoor. For years he has impersonated SFPD officers and it now is finally catching up to him. He even put police lights on his cars and put official SFPD placards on his dashboard giving the impression that his car is a police car and that he is an SFPD police officer. You need to read all the charges against Chan that even include the illegal carrying of guns in South San Francisco when he impersonated a SFPD officer when the South San Francisco Police were called.

    Council Person Gomez probably got a jacket because she has a relative in the police service. As far as I know, uniform shops all over the area sell SFPD, Daly City, Broadmoor, Sheriff’s, and other department’s uniform items that are available to the public. How many times have you seen somebody wearing NYPD or SFPD or FDNY of SFFD clothing and hats? This is very common nowadays, so before attacking a good person for

If you are in fact members of the department posting blogs on here, you should be ashamed of yourself!! SusieQ, you are the webhost and campaign manager for the 1 incumbent and appointed incumbent, how dare you post to his blog and pose as a resident. I hope the County Elections office or someone at the County Elections office gets wind of this blog and you ALL get in trouble for unfair and very unprofessional practices!!! And you wonder why a growing majority of the residents are ready for a change...You should All be ashamed, get back to work!!!     I agree with the comments made by older resident. If you do a google search for "whois ralphhutchens.org", on the first link you'll see the site administrator as Susie McFarland (aka SusieQ) and the address of 850 Bryant St., San Francisco. Google that address and you'll notice it is the headquarters of the SFPD. This is definitely unusual and I find it pretty concerning as to what is going on here. I wonder what types of resources are being poured into this election and if there are any conflicts of interest going on with some of these campaigns?

    If Chan or anyone like him is what you want as a Police Commissioner, then vote for him. When he gets on TV and makes public appearances he show you the nut he really is. We can ask ourselves how much longer will Broadmoor last with a nut making a fool of himself so we can all run and hide. I and my family want nothing to do with that wacko. I don't think any normal person would want to be in the same room as him.

    After reading the seven complains against Chan I can't believe he is even allowed to run for the commissioner job. I also do not understand why he is not immediately terminated from the "Patrol Special Job" instead of just suspended. It's obvious he is a completely and overtly low life with motivations of self gain and empowerment. Makes me wonder if his clients on the beat were not paying mob type protection money for him to keep from doing harm himself to them. This guy seems to be a menace to society and should be booted out of any type of police activity. If Chan makes it to election time I'll be suprised and if he does and gets many votes I'll be shocked at the mentality of the voters in this area that would support a person like him.

    Last week while driving down 87th I notice a few of Mr. Chan's signs dotting the lawns of our neighbors. Not as much as Joe's and Ralph's, but there where some. The other day I drove down 87th again and noticed how all of Mr. chan's signs are now missing. First I thought it was due to the storm then notice that none of the incumbants signs where gone. Could supports of the imcumbants be stealing signs? Only Mr. Chan's signs that were near the sidewalk are missing and the ones closer to the houses seem to have been left alone. Somethings funny in this race.

    We all know politics can be ugly. However, facts are facts. Have any of you watched Judge Judy and Hanley Chan claiming that he was an SFPD officer? Impersonating an officer is a crime. I'm happy that people openly complained. Hanley was at a Daly City hall function and asked for many favors and endorsements. One of the smarter female councilmembers asked him very intelligent questions. She said she doesn't support anyone who impersonates police officers as evidenced on Judge Judy. That is a position that is earned and worked for. Hanley Chan became openly upset with this councilmember and said those SFPD officers treated me like s--- and scratched up my car! Wow, he has a temper! Her response was: Do you have proof? I don't think so. And don't put down the SFPD or any PD because it makes you look bad. She openly said, " I'm not endorsing you and don't ask me again." I have alot of respect for this lady & I wish more people would do their homework like she does. Broadmoor

    It seems like good old boys politics again in little Broadmoor did you guys know that Broadmoor in the old days could never sell there homes to a minority and it was written in the home owners association agreements. That is why I stayed in San Francisco and out of racist towns.

    seriously people...why is it you insist on posting the same old blogs over and over??? Broadmoor guy aka Ralph Rutchens...please take down your ugly kindergarden signs, thay are an eye sore for this community that is already bogged down with run down homes, eye sore yards and short sale or foreclosure homes killing the value of all residents property. What do the candidates have planned for this problem?? I would love to for once read an informative blog on here instead of dirty politicians and their puppets re-posting the same blogs....

    It looks like Hanley Chan, a longtime San Francisco Patrol Special officer and candidate for the Broadmoor Police Commission, is in trouble again.

    The San Francisco Police Department, which oversees the Gold Rush-era security detail known as the Patrol Special, has leveled charges against Chan that he failed to keep valid worker’s compensation insurance while supervising an assistant patrol special officer, according to Police Commission documents.

    That assistant experienced a stroke while on duty – and all indications are that he won’t be covered for disability.

    Chan has already come under fire for a couple incidents, including a macho moment at a Los Angeles firing range and campaign material that falsely implied he was already an employee of the Broadmoor Police Commission.

    The San Francisco Police Commission will assign a commissioner to his latest disciplinary case Wednesday night.

    We can't believe any of this. If anybody votes for that dangerous clown they get what they deserve. If he gets elected I'll talk to our neighbors about having him removed and to see what we can do to do that. It looks like most of the people who are voting for Chan are chinese or oriental. I guess they don't care that Chan is a mental case just so long as he is oriental is all that they care about. Electing people for their race is stupid and not a smart thing to do. Chan is dangerous and needs some strong medicine to control his mental problems.

    If Hanley employed assistants and he didn't have workmans compensation insurance on them I think that is a crime in California. I think it is a misdemeanor not to have workers compensation insurance on your employees. Hanley wants to be a Police Commissioner. Maybe he should be charged with the crime of not complying with the workmans compensation disability laws.

    Folks, I have been a Broadmoor resident for 14 years and our police taxes keep rising every year. There is no cap in sight. It is currently $800 per year. The Broadmoor police department is raising our taxes without voter approval too. That is taxation without representation. Eventually, those taxes will reach $1000 and then $1500 and then more. We need to vote for positive change, accountability and especially transparency. Without disclosure, we do not know how our police taxes are being spent. I welcome an outsider like Hanley Chan. I can see there is an organized smear campaign against him too. Voting for the same old buddies in the police force will not bring change. They will only continue to raise our taxes.

    Smear tactics don't always work and this article goes over the edge in trying to accomplish that. Repeatedly voting for the same people in office often leads to corruption. I will vote for Hanley Chan because he's not part of the buddy system that is alive and well in the Broadmoor police arena.
