Street punk Mick O'Brien (Sean Penn) runs down the brother of Paco Moreno (Esai Morales) another thug. Mick gets sent to juvenile to wait till his court date because he was charged with vehicle manslaughter. Now Paco is not just going to stand by and let this travesty go unpunished. He wants Mick, and in a bad way. Well first thing he must do is get into the same wing of the juvenile detention as Mick.
So he must commit a similar crime and that is to rape Mick's girlfriend J.C. Walenski (Ally Sheedy). The two are now in the same wing and Mick knows that trouble is coming. Viking Lofgren (Clancy Brown) begins by starting a fight between himself and Mick. Paco in the meantime let's Mick know that trouble has found him and wants to know what Mick is going to do about it. Between Viking and Paco they want to push Mick's buttons until he can't take it anymore. Mick's roommate Horowitz (Eric Gurry) even feels the heat from Viking and Paco.
Eventually there will be a showdown but it really is just how much a person can take before they break. Director Rick Rosenthal gives an honest look at what juvenile can be like. You really should take a look at this movie to see just how much a human being let alone a juvenile can take before they break and go nuts.
