John Payne, smart guy but needs real world experience

 In John Payne’s article to the Post-Dispatch he explain the reason for legalization cannabis, commonly known a marijuana, in Missouri. While I agree with his position, I point out that his article is not suited for the average lay person but an ivory tower intellectual. He spends too much time on Governors Nixon’s son and research facts. The Post’s July 7th article is good example an article written for a lay person to understand because it’s simple and straight to the point. It’s important to note that John is very intelligent and is good at what he does, but sometimes it’s hard for a lay person to relate to his messaging. Payne should have focused on the bullet points of the ballot language:

•legalize cannabis (commonly known as marijuana) for individuals 21 years or older; the legal sale of recreational cannabis will be allowable for adults old enough to drink.

•make medical cannabis available to individuals with a physician's recommendation including those under 21 with parental or legal guardian consent and physician supervision; Mark Pedersen runs the Cannabis Patient Network as well as workng as the Editor-in-chief of the Medical Cannabis Journal to education people about the medical use of cannabis. Medical use include but not limited to treatment for cancer, AIDS and back pain. 

•create licensing processes for operation of cannabis establishments;

•release individuals incarcerated or on probation or parole for non-violent, cannabis-only offenses which would no longer be illegal and expunge all records related to such offenses; With the removal of violation on people records, more people will be employable. The provision alone should decrease the jobless and unemployment rate.  

•allow the legislature to enact a tax on the retail sale of dried cannabis up to $100 per pound?
