Why does the Dept. of Education have a SWAT Team?

At 6:00 AM, 14 June, 2011, Kenneth Wright of Stockton, California had his front door kicked in, he was dragged out to his front lawn wearing dressed only in his underwear, handcuffed and then kept in a police care for hours for questioning.
 
An FBI raid on a suspected terrorist? Possibly the Stockton Police Department hitting an alleged meth lab?
 
No... nothing as imposing or grandiose as that.
 
These were agents of the Department of Education who (according to Wright) were looking for his estranged wife.
 
And again according to Wright, all this took place because his wife stopped making her student loan payments.

Now I know how Howard Moon (of The Mighty Boosh) felt when special police of the Student Loan Division pinched him.
 
But I digress, since then, it's being reported that the DoEd has released a prepared written statement stating that the reason for the raid was actually due to an on-going investigation that "is related to a criminal investigation."
 
The statement went on to state the the DoE's Office of the Inspector General will only issue search warrants in cases such as bribery, fraud, and embezzlement of federal student aid funds.
 
And...?
 
Whether it be for skipping out on making your student loan payments, or being investigated for embezzlement, I must ask, yet again.. why does the Department of Education have a SWAT Team?
 
The Beads & Sandals hippies over at Education are giving weapons to the wrong people.
 
I say arm the teachers... heavily.
