Troops home by Christmas? Only if you call Kuwait home

There could be a hitch in the oft reported announcement by Barack Obama that he is ordering all American troops out of Iraq and home by Christmas.
 
As he stated on Oct, 21, 2011, "Today, I can report that, as promised, the rest of our troops in Iraq will come home by the end of the year. Another season of homecomings, our troops will definitely be home for the holidays."
 
Yet today The New York Times is reporting that an untold number of American combat and support troops will be stationed in neighboring Kuwait.
 
As reported, the force will be able to quickly respond to a collapse of Iraqi security or an armed confrontation with Iran.
 
To respond to either or both scenarios simultaneously, the number of troops to effectively respond would number in the tens of thousands.

Along with the ground component, The Times state that the Obama Administration "is considering sending more naval warships through international waters in the region."
 
The US Navy already has its 5th Fleet home ported in Manama, Bahrain, with upwards of 20,000 sailors assigned at any given time.
 
The 5th Fleet already consists of an Aircraft Carrier Battle Group, an Amphibious Ready Group (to include 2,200 Marines), surface combatants, submarines, maritime patrol and reconnaissance aircraft, and logistics ships.
