On Monday, the Iowa State Senate passed the HB 2280 “puppy mill bill” with a 41-9 vote. The bill will require all commercial breeders to provide their animals with the proper humane care and treatment. It would require the breeders to provide sufficient necessities that a responsible breeder should already be doing. These necessities are:
- Sufficient water and food
- Provide proper housing from the elements
- Have proper sanitary controls
- Provide proper grooming of the animals
- Have a licensed veterinarian provide veterinary care to the animals
This bill had made some nervous with livestock and people in the greyhound racing industry, but it has been assured that this only applies to commercial breeders that are involved in the selling and breeding of dogs and cats. Any non-licensed breeders would be subjected to a fine of more than $1,000 per each violation. This is not limited to any number of animals they have in their possession. A licensed facility could also face a fine of $500 per day for not abiding by the new bill.
This bill is now in the hands of Governor Chet Culver to sign off on it.
