The website has this statement on the payment page:

If you value The Miami Herald's local news reporting and investigations, but prefer the convenience of the Internet, please consider a voluntary payment for the web news that matters to you."
More online publications are asking readers to help defer costs by making a voluntary payment to read the online version of their publication.

Making readers pay to read newspaper websites is going to be much more common in the future as a way to get much-needed revenue for the struggling newspaper industry. It's ironic that some papers that started doing that, then gave away the content, are now finding they need to go back to that business model again.
