Change the colors of your powers with Issue 16!
The closed beta testing of the next big update to City of Heroes, titled Issue 16: Power Spectrum, is due to begin soon. Community Specialist Niviene announced on the official forums that Issue 16's closed beta will begin shortly after the San Diego Comic-Con wraps up later this week.
New City of Heroes issues undergo a closed beta portion of testing, where a small number of players can test the new content before it's opened up to public testing. The developers claim this gives them a better "signal to noise" ratio where feedback is concerned.
The big draw of Issue 16 is power customization, the ability to recolor or otherwise alter the look or animation of certain powers. There will also be more "powerset proliferation," i.e., giving powersets to classes that formerly didn't have access to them.
