The proof that ObamaCare will cover illegal immigrants

AP Photo/Charles Dharapak

From States News Service ('Facts are Stubborn Things: Implications of HR 3200,' 8/25/09)...

ObamaCare:

1. Does Not Require Proof of Citizenship to Obtain Health Services: While Section 246 (page 143) of the bill expressly prohibits illegal aliens from receiving government-run healthcare, the bill does not include a specific requirement that a person prove his or her citizenship in order to obtain affordability credits, which means that illegal aliens could obtain coverage.

Section 152 states that "all health care and related services (including insurance coverage and public health activities) covered by this Act shall be provided without regard to personal characteristics extraneous to the provision of high quality health care or related services". This provision has the potential to include illegal immigrants because it may interpret "personal characteristics" to include legal status (Pages 50-51, 143).

2. Requires That If One Family Member Is Covered, All Members Covered: Another provision states that if one member of a family is afforded coverage all members would have coverage, thereby creating another loophole to give taxpayer-subsidized health care to illegal aliens. If a child of illegal aliens is born in the United States, then the entire family becomes eligible for coverage (Page 133).

3. Requires Free Translation Services: Sections 1222 of the bill will provide free translation services and interpreters to those who are not proficient in English. Section 1728 amends SCHIP to provide translation services to children of families and other individuals for whom English is not the primary language (Pages 408-418 and 782).

Meanwhile, 83% of Americans want citizenship verification requirements for any new health care legislation...but not Democrats. Who are the extremists here?

Additionally, listen carefully to Obama's response in the video below.

Notice how he lashes out at the "pure misinformation" that ObamaCare will be used to cover illegal immigrants, but then in no way refutes the claim? His only "counterpoint" is to cling to the fact that the legislation doesn't specifically come out and offer coverage to illegal immigrants openly and directly.

This is insultingly dishonest.

Also, if ObamaCare were not a redistribution scam intended to cover 15 million new potential Democrat voters at everyone else's expense, why would Democrats have even bothered to vote down Rep. Nathan Deal's amendment to prohibit ObamaCare from covering illegal immigrants? If Obama's feigned outrage at this "pure misinformation" were the least bit sincere, Democrats would have had no reason to reject this measure at all, as it would have merely been redundant and changed nothing.

Actions speak louder than words.

Verification is essential. Also... this "Personal Characteristics" thing....That is truly vague. But in 1000+ pages, they surely have room to protect the taxpayer from footing the bill for the illegal immigrant population. This problem is due to federal inaction of enforcement that has lead to massive populations of illegal immigrants overwhelming our country with a very heavy social burden. A burden that will be a problem for generations to come.

We need enforcement of the laws enacted in the 1986 amnesty bill. It cost the American people dearly when we passed that law and we never got the enforcement that was promised. Instead we got the problem multiplied ten fold. Now over 20 years later.... we have upwards of 12-20 million more illegal immigrants and law enforcement is still not there. If healthcare is another added benefit, we will never regain control over illegal immigration.

America has a bleeding heart for illegal immigrants.... but the country is bleeding to death now.

Language Access is assured under Title VI of the Civil Rights Act of 1964 and was reenforced by EO13166 in 2000. Ensuring that Civil Rights are not violated is not indicative of Obama covering illegal immigrants. In Texas over 30% of the population speaks a language other than English in the home. Not providing patient information in someone's preferred language is a huge contributer to the 73 Billion dollars that is lost annually due to poor communication in Health Care. It makes economic and quality of care sense to ensure a patient can understand you when you are treating them.

What a joke, of course Obama will cover the next wave of Obama supporters to keep him and the other socialist bleeders in office. I can't only hope there are enough citizens who believe in the constitution and vote these people out of office before they totally ruin our country. I'm an Independent but if I have to vote Republican to stop this madness I will, every time. Let's see how some Democrats like being unemployed.

Where are your sources? Give me proof of what you say is true.
Give me a link to actual government websites. YOu know the sites the end in .gov. Give links so that I can read the health care bill for myself and create my own opinion.

    Bophed,

It's called Google. It takes half a second to pull up HR 3200 and confirm for yourself what I am saying (notice the page numbers listed).

"Could" and "has potential" are speculative and do not meet requirements for a factual argument.
Any law "could" be broken or "has potential" to be broken.

    gramma61,

Show me where the law allows illegal immigrants to acquire and use food stamps. Oh, it doesn't? They just relentlessly exploit loopholes? Ah, I see.

    Yawn. Next lame diversion please.

Time for bickering is over, obama. Get rid of the illegal aliens! They are destroying our health care system! Get rid of all waste in medicare and medicaid! In the census, find out exactly how many don't have health insurance. Figure out the cost. See where we stand on the budget. If that is in good shape, pass some healthcare for those who don't have coverage until they get a job. Any problem with that?

    the problem is, robert, here:

"It's called Google. It takes half a second to pull up HR 3200 and confirm for yourself what I am saying (notice the page numbers listed). "

You put your opinions in the blockquote, making a lot of paranoid little republicans thinking the bill is full of details on how to exploit your imaginary loop-holes. A better example of how loopholes can be dangerous would be the Patriot Act, and how aspects of an anti-terrorism bill have been use to surveil law-abiding citizens... but that would be criticizing the wrong side, right?

After months of asking for republican input and getting nothing but death-panel talk, and now this sort of none-sense, the republicans are complaining that they haven't been invited to the table. Will their language be any better in locking out this stretches of the imagination loopholes? No. This is not about healthcare reform.

Thanks for playing, Jon. Let me know if you ever actually decide to start debating this.

If you catually read the bill, you'll see the "personal characteristics" non-discrimination applies to all health care, but the "no federal payments" clause only applies to affordability credits.

This means that what is already the case in ER settings- that an illegal can't be turned away- will also apply to doctor's offices. Thus, this is an expansion of care for illegal immigrants.

Read the bill yourself and you'll see this.

As the Baltimore Sun reported today:

    Baltimore Sun - September 10, 2009

"If it is absolutely true that illegal aliens are not to be covered, then why did Democrats in a House committee on July 30th vote against an amendment, offered by Rep. Nathan Deal, that would have required health care providers to use a verification program to prevent illegal aliens from receiving government-provided health care services? While all Republicans and five Democrats on the committee voted for it, 29 Democrats voted against it, killing the amendment."

Do you really want to be forced to prove your identity and status as an American citizen each time you go to the hospital, even in emergency situations? Basically, you're advocating a national ID program, the kind of invasion of privacy that most Republican nutjobs mock as more 'government control.' But, sure, do what's politically expedient. Let's not let the facts get in the way.

    Ryan,

E-Verify (the program Democrats keep resisting) is simple, straightforward, and would in no way complicate treatment in emergency rooms.

ANYONE can ALREADY get 100% free treatment in an ER. Please stop lying and try actually debating.

"ANYONE can ALREADY get 100% free treatment in an ER." Bob, that's just plain stupid. If you go to an ER without money or insurance, they will treat you (eventually-you're pretty low on the priority list if they don't think they're gonna get paid), but only til you're stable - and then they will kick you to the curb. They WILL bill you (assuming you give them your actual name and address) and will collect if they can. Having recently done this with my brother, I know it to be a fact. No $ and no insurance = no care. He had a head injury or stroke affecting his memory (no witness to what happened), and it took 6+ hrs just to see the 1st doc. 40 hrs to get admitted.

It is true - this is the same care that illegals get. You wouldn't wish that kind of care on your worst enemy (well, YOU probably would). The problem with illegals is much bigger than them getting ER treatment. It needs to be addressed, not complained @. It also shouldn't be an excuse for citizens NOT to get ca
