There is nothing wrong with the American system of producing legislation that requires collaboration and consensus between the House and Senate. What is wrong is timeliness. There are some other things wrong with this process as it is under the current Congress and here is a list.
List of what is wrong with the present Congress:
1. Budgeting and funding government is untimely
2. America is carrying too much debt
3. America continues to have a deficit problem
4. American economy is unsustainable
5. America’s essentials are being shortchanged
6. Composition of Congress is deficient for attending the nation’s considerable needs
So, take a look at the annotated list. There are solutions to these things at it begins with American voters. The starting position is to examine each member of Congress that begins with their qualifications and their motivations, and concludes with leadership characteristics and alignment with constituent needs and government purpose in attending to them.

House Republicans approved a stopgap spending bill that delays ObamaCare in an early-morning Sunday vote that increases the chances of a government shutdown.
The high-stakes GOP move intensifies a game of chicken with Senate Democrats with just 48 hours to go before the lights could go out on the federal government.
The White House threatened to veto the measure, while Senate Majority Leader Harry Reid (D-Nev.) proclaimed it dead in the upper chamber.
The imminent deadline, combined with the prolonged impasse, has led some lawmakers to predict a shutdown is all but inevitable.
"In candor … when the clock strikes midnight on Monday, the place is shutting down," Rep. Robert Andrews (N.J.), head of the Democrats' Steering and Policy Committee, said Saturday night.”
