For most birthdays, I enjoy going down to Tysons Galleria -- the fanciest shopping complex within 50 miles of Baltimore -- and having a nice lunch at Maggiano's. Maggiano's is an upscale Italian cuisine chain restaurant, but they do "chain" is a great way.
The flagship locations are in Chicago and in Skokie, Illinois. That's where I was born and bred! Eating there on my birthday seems to make sense. I ate there over the years as an adult with several of my family members. We always had such a good time there that when my dad knew that he had just a day or two left on the planet, he requested to be buried at the cemetery across the street in Skokie. He said that "Maggiano's will always be nice. People can go there to have a nosh and then come visit me!" He is there to this day.
