Lawmakers seek new gun legislation: Ammo control laws

 "Gun control fanatics, frustrated in their attempts to impose severely restrictive regulations on the gun rights of law-abiding American citizens, apparently think that if they push severe restrictions on ammunition acquisition and possession, they'll come closer to their objective of restricting if not eliminating the individual Second Amendment civil right to keep and bear arms," says John M. Snyder, named Washington's senior gun rights activist.

 

With a liberal Democrat now sitting in the Oval Office and both houses of the US Congress boasting Democrat majorities, lawmakers in Washington, DC and around the country are displaying renewed interest in gun control legislation, according to sources within both law enforcement and gun owner rights communities.

 

"Ever since the so-called 'Beltway Sniper' case in 2001, there's been talk about not just gun registration, but ammo registration. This will make it mandatory for manufacturers of firearms ammunition to number every cartridge they make and to keep records of those cartridges," said Lt. Steven Rodgers, a cop in New Jersey.

 

"Can't control guns? Well, they'll control the ammunition," he added during an interview with NewswithViews.com.

 

While a federal law is being considered by proponents of such laws, gun owners in individual states are witnessing what's referred to as Ammunition Accountability Acts being pushed through they're state legislatures by impatient lawmakers.  

 


Ammunition Accountability, a liberal gun control organization, has developed sample legislation to achieve its purposes and reports that versions of it have been introduced in the legislatures of Alabama, Arizona, California, Connecticut, Hawaii, Illinois, Indiana, Kentucky, Maryland, Mississippi, Missouri, New Jersey, New York, Pennsylvania, Rhode Island, South Carolina, Tennessee and Washington, according to John Snyder.


 

 

While state legislatures differ in the wording of their proposed laws, basically they all require that any and all ammunition be encoded by the manufacturer and they will maintain a mandatory data base of all ammunition sales.

 

"We of the Citizens Committee for the Right to Keep and Bear Arms oppose this backdoor approach to gun control," stated Snyder, an official with that gun rights group.

 

 

The sample legislation would stipulate that, “each year in the United States, more than 30 percent of all homicides that involve a gun go unsolved; handgun ammunition accounts for 80 percent of all ammunition sold in the United States; current technology for matching a bullet used in a crime to the gun that fired it has worked moderately well for years, but presupposes that the weapon was recovered by law enforcement;” and “bullet coding is a new and effective way for law enforcement to quickly identify persons of interest in gun crime investigations.”

 


 

"If this new proposed Ammo Accountability Act legislation is only another attempt to chip away at the 2nd Amendment, it is just plain wrong. Since the 2nd Amendment defines a citizens "right" to defend themselves, with a gun, it clearly does not address ammunition. What a novel way to "back door" the issue" said Josephine County, Oregon's Sheriff Gil Gilbertson.
 
"It is clearly no secret, many in our government would like to see America disarmed. Our government has authored books mapping out a strategy on how to do just that. Simply look back in history to see what happened after people lost their arms and ability to defend themselves," he told NewswithViews.com.
 
"Our government leaders slash funding in support of law enforcement throughout America, leaving our citizens more vulnerable - but on the other hand feel compelled to send hundreds of millions of dollars, each year, to enhance police in foreign Countries. Weaker law enforcement coupled with escalating crime is a receipt for disaster," said the career lawman.
 

Ammunition coding technology works by laser etching the back of each bullet with an alpha-numeric serial number.  Then when a customer purchases a box of, for example, 9mm cartridges, the box of ammunition and the bullets’ coding numbers would be connected to the purchaser in a statewide or national database. 

The code on the bullet can be read with a simple magnifying glass and then be run through a statewide or national database to determine who purchased the ammunition and where.

 

The rationale being used by proponents of such laws is that cartridges can be used to trace a gun owner who committed a crime such as murder or assault with a deadly weapon, according to the National Association for Gun Rights' Executive Director Dudley Brown.

But opponents of ammo registration laws counter that this will only increase the incidents of criminals collecting spent cartridges and depriving police of other evidence such as fingerprints on a cartridge left at the crime scene.

 

"NAGR's strategy is simple: make the enemies of our firearms freedoms pay for every inch.  While many so-called "gun rights groups" work to curry favor with politicians and the media, NAGR is working aggressively to hold politicians accountable and to put a stop to gun control," said Brown. 

 

At the federal level, H.R. 408 introduced by Rep. Robert Andrews (D-NJ) a new law would require firearms manufacturers to provide ballistics information on all new firearms to BATF, which would retain the information in a National Firearms Ballistics Database. Critics claim part of this bill will be used to mandate encoding ammunition, which is part and parcel of "ballistics" information.

 

"[Lawmakers] should ignore the media hype on the firearms issue and pay attention to what the public – their constituents – are saying on the matter,” gun rights expert John M. Snyder stated.

“According to an August poll conducted by Zogby International for Associated Television News, the American public rejects the notion that new gun control laws are needed by a two-to-one margin,” Snyder continued.

It would provide that, after a specific date, all handgun and “assault weapon” ammunition manufactured or sold in the state shall be coded by the manufacturer, and would include a list of all calibers covered by the coding requirement.  It would mandate the disposal by a certain date of all non-coded ammunition listed, whether owned by private citizens or retail outlets.

    The idea of coding ammo is STUPID, if you are claiming it to stop criminals. IT WILL ONLY STOP HONEST PEOPLE FROM HAVING AMMO.
    WHY?
    Criminals now have the ability to cook drugs like crank, crack, meth, etc. They can also manufacture pills, such a qualudes, date rape drugs, etc. They manufacture "saturday night specials", and even make fake ID's, and PRINT FAKE MONEY!

    What about handloading? These bills would make reloading illegal unless it is done with "government approved" bullets and brass. I say, to Hell with them and their so-called "ammunition accountability". How about we demand a "Public Servant Accountability to Their Sworn Oaths of Office" act, since our "public servants" apparently have forgotten that they were elected to serve, not dictate. Not being one to give in to paranoia, it seems at times that our elected officials keep shoveling this crap in an effort to see just what it will take to incite a revolution by the People. It is my position that that day is closer than most think.

    This is a direct assault on individual freedom. It is no different than if they decided to limit the number of books you could read and that each book sold must be numbered and traced so that any one assimilating the ideas of any book would be able to be traced. Defending against this type of law should be considered by any individual who values individual and Constitutional rights as self defense. All means should be considered when defending against these enslavements including force of arms.
    These criminal legislators need to be informed of the grave danger for society they are accepting if they pursue these laws.
    They become as much the enemy of free people as Hitler, Mao, Stalin or Castro.

    This is the most ridiculous law. The gazillions of spent casings at gun ranges are open season for anyone to pick up and put in their pockets and go home and reload. It would be a shame for some innocent person to be accused of a crime because of practicing at the range and having their casing end up at a crime scene. Black market ammo will become available to those who want to use it in crimes. The ability to really track ammo is an impossibility.

    I totally agree with Glen Beck on Fox News when he said that we are seeing an emotional buildup of 1860 all over again. Common sense Americans (gun owners) are arming themselves as never before. With the liberals approach to a fight being that of yelling and obscene gestures, I doubt they will stand long against a face to face firefight. And a firefight is what it will be if they come to try and disarm all of my friends and me.

And this would NOT be JUST for our 2nd Amendment rights. BOTH parties have been throwing us under the bus for years and I, for one, am really tired of it.     What hasn't been mentioned - by either side of the issue - is that the whole scheme is based on JUNK SCIENCE. The tests were performed using TMJ (total metal jacket) in .45 and 9mm; fired into shredded tires at SUB-sonic velocity. Its no wonder they could read their numbers. Try that with a .223 travelling at 3400fps.

    The "ammo sterilization bill" which proponents claim got introduced in WA state died in committe, without a vote. Doesn't the DNC understand that it was the "assault" weapons ban under Clinton that got us the last eight years of Republican rule? They need to accept that gun control is a non-starter. That Obama got 52% of the vote on an unpopular war, but had to skirt the gun issue in its entirety in order to win. So if they go for gun control they'll be the minority party again in '10, and it really IS that simple.

    I grew up thinking that America was the land of the Free and the Brave. Actually I sang it in school, right after I pledged allegience to our Great Flag. Afterwards we would sometimes pray and thank the Lord (you know, the one we once intrusted with this Nations fate) for the privelage to live in this great nation. But what happend? Goverment started to go over the publics' heads. Passing bills and legislation without the consent of popular vote, relying on congress to make the right choice. The President and his Congress are not there to tell us what to do, but to do what we tell them to do. Americans, IT IS TIME TO GROW SOME BALLS AGAIN AND TAKE A STAND FOR WHAT WE BELIVE IN. The new Government of the United States of America is taking everything that this nation was founded on and making it criminal. We only have the right to bear the arms the Goverment approves of. We are not allowed to speak of our ultimate founding father -God- in fear of "offending" someone. We no longer have freedom of speech, our press is corrupt and sells out to the highest bidder, only giving the public information it "needs to hear." And we're being taxed to death and suffering drastically increasing costs of living so that our government can bail out some corporate jerks somewhere and pay for thier Christmas bonuses. I, meanwhile, cant afford to put fresh food on my table and soon won't be able to afford the ammo to hunt a tasty venison steak to feed my family. Aren't high taxes what started the Revolutionary War, anyway? I guess it will just cost more to fight it this time. This is just another back door approach at stealing our second ammendment. The government can't take away our arms, but they can rob us of our power to use them. Owning a gun is not a crime, but owning the ammunition for it is? This government we have been dealing with in the last twenty years has been very good at creating criminals. But I see, the more criminals, the more revenue the States and Nation has to spend. I am tired of them taking and spending my hard earned green backs (embossed with "IN GOD WE TRUST") any way they deam worthy. I thought GM took more than they deserved last time I bought a truck (I didn't see that great expenditure have a public vote). Anyway, I could go on and on about the discrepencines I have with our Government. I still belive that this is a GREAT NATION and it is still worth fighting for. It is time for Americans to draw the line for the Government and show them that common people still run this Country. The power and money of this country come from US.

    What happens when the law abiding has their registered ammo stolen unnoticed and a murder is commited with their registered ammo by another party. Stolen, registered and encoded ammo will most certainly be a sought after commodity by some. Who will do the time? What idiot would even think this would work? I think it may be time to check the definition of the word "infringed" and pass it to the boneheads pushing this nonsense. My guess is they won't care much.

    It's one thing to say that new ammo must have the coding, but it's quite another thing to confiscate existing non-coded ammo without compensating the owner. The non-coded ammo was legal when it was originally purchased. This confiscation is essentially an illegal taking of private property by the government. Hopefully the communists who propose this illegal legislation understand that the legal owners of the non-coded ammo will give much of it back one round at a time...

    Our elected officals are not stupid, although this seems debatable at times, anyone who can read can easily recgonize the fact that the "police" do not prevent crime, a society who uses the right to bear arms does more for crime prevention than any "law" passed designed to do so. This is a small step in a bigger systematic plan by our government to remove the possible threat of the citizens of the United States to be able to say "enough is enough" to the tyranical wastefull road we are headed down. The Americans who just sit back and think "they can't get away with that" and do nothing are letting it happen before their eyes. WAKE UP AMERICA....IF YOU DON'T SPEAK UP ABOUT YOUR RIGHTS BEING TAKEN AWAY.... IT WON'T "JUST BE ALL RIGHT".
