Congress is expected to finance Gen. Dayton’s build-up of Palestinian Authority (P.A.) forces to 10 battalions. Then the P.A. would ask to assume responsibility for security (http://www.imra.org.il/ -- Independent Media Research & Analysis, 6/13).
The more powerful the P.A. forces become, the less they should be entrusted with security. Perhaps they could fend off Hamas. Perhaps they would stop Fatah from extorting money from businessmen. Less likely is that they would stop the harassment of Christians. Least likely is that they would eradicate terrorism. They have not taken the initiative along those lines. Many P.A. police and certainly many in their government, from the top down, are terrorists. Their media, schools, and mosques continue to indoctrinate in hatred of Jews. They use their new skills to apprehend Arabs who inform Israel of terrorist plots. P.A. police still attack Israelis. Gen. Dayton, himself, warned that if the P.A. doesn’t get what it wants, this force he is training is likely to attack Israel. Imagine if, in concert with invading foreign Arab armies, they suddenly attack Israel’s non-mobilized forces and civilian centers, located conveniently alongside the P.A.!

To offer the Palistinian people no self security is to ask them to be sujugated to Israel's control. One who asks for a people to be secured by their enemy is not looking for peace, but rather control. The Palistinian government can no more ask the palistinian people to allow Israel to "secure" them any more than Israel government could ask the Israeli people for the Palistinians to "secure" them.
Both sides claim the other as an enemy. The only security that enemies can have is through honest attempts at peace.
