Former Gov of AZ and DHS Secretary Napolitano
Department of Homeland Security (DHS) Secretary Janet Napolitano is charged with securing our nation’s borders and ensuring the safety of all Americans. Who is this woman that the LA Times called "The Immigration Law Enforcer," the first governor to send the AZ National Guard to the border (at Federal expense)?
In her first eight months in office, her position on illegal immigration is becoming very clear. Even given all the rhetoric and rattling of mighty swords, it should not be a surprise. We need only look at her total record as Governor of Arizona to see where she really stands on this volatile and complicated issue, because as we know, past behavior is an excellent guide when predicting future actions.
For Secretary Napolitano, her record in Arizona is very revealing. Let’s take a look at her position on illegal alien drivers licenses for example. Arizona introduced a law that would make it more difficult for illegal aliens to obtain them. Napolitano exercised her veto as Governor and sent the bill to the trash bin.
Arizona, again leading the nation at the time on restrictive measures for illegal aliens, introduced a bill that would prevent them from receiving non-emergency public benefits. Governor Napolitano, her veto pen in hand, put an end to such fiscal silliness.
Arizona tried to increase sanctions on crimes related to illegal entry. Vetoed by the Governor.
They tried to prevent illegal aliens from voting. Vetoed.
Arizona made a gallant attempt at preventing illegal aliens from being eligible for in-state college tuition, financial aid, or scholarships but facing a veto by Governor Napolitano they backed off choosing instead to pick a battle they might win.
And win they did. Arizona successfully passed an employment law, aimed at restricting the hiring of illegal aliens, only after Governor Napolitano had vetoed its first attempt. When realizing the veto wasn't going to carry the day this time, she jumped on-board and did the "I'm tough as nails thing" again stating: "The bill is a death sentence for business." I wonder what she meant by that?
Anyone see a pattern here? First, Napolitano hasn’t seen a law restricting illegal aliens that she DID like. She did everything within her power as Governor to ensure the will of the people, when it came to illegal immigration, was not followed unless of course she could appear to be tough without having to actually take the gloves off. Secretary Napolitano has all but assured the immigration reform lobby of success in 2010. How can she be so bold? Well as we have seen through recent bureaucratic changes within her agency, Madame Secretary is systematically taking it apart while putting on a public persona as the strict enforcer of the law. Here are the highlights of her public plan.
1. Innovative, technology-driven border control between the ports of entry. (Good stuff only where is the fence? Ah, thats right, no new fence in 2010.)
2. Reform the visa system and streamline the visa process. (Yes ma'am. Lets get as many immigrants as we can into the country next year so they too cannot find work.)
3. Institute a temporary worker program with no amnesty. (Of course not. We won't call it amnesty silly. We'll call it: "immigration reform!")
4. Employers who knowingly hire illegal immigrants should be held accountable and penalized.(But let's cut back on those pesky raids. It scares people.)
5. Modernize our border infrastructure so that enforcement does not hinder the flow of legitimate travel and commerce. (Don't get too aggressive now, protecting the country in a time of war. We don't want to tick anyone off. Especially not our good friend and fine neighbor, Mexico.)
6. A pathway to citizenship which involves a substantial fine, learning English, having no criminal history, keeping a job, paying taxes, then getting in the back of the line and waiting your turn. (No criminal history? Well that will be a very short line with identity theft being a felony and all.)
7. Address the root causes of illegal immigration by engaging directly with Mexico and Latin America. (Isn't that what NAFTA and CAFTA were supposed to do?)
Maybe I'm being too harsh. Maybe deep inside that warm, compassionate shell of a human there really is a "tough enforcer"...a Joe Arpaio in drag. But as we look at the record and see she doesn’t believe illegally crossing the border is a crime in the first place and that she has done her part for the liberal lobby to ensure as few people as possible actually get prosecuted for it, Janet Napolitano, like others in the Obama Administration, can be counted on for only this:
Saying one thing…while doing another.
Rest assured. That trusty veto pen is close at hand and this time, the whole country, will pay for it.

Illegals are destroying my town. HELP..Someone?!?!?
Dear Carl, You are truyly a MORON in IMMIGRATION LAWS< THere is No such word as "ILLEGAL IMMIGRANT" In Blacks Law Dictionary, DID YOU EVEN KNOW THAT THERE IS A LAW DICTIONARY?? NOPE. THIS SHOWS YOUR IQ / IGNORANCE ON THE SUBJECT.
2, Answer this very simple question, WHAT ARE YOUR QUALIFICATIONS IN IMMIGRATION LAWS? NONE.
Why don't you find another line of work or research what a EWI is In IMMIGRATION LAW? Then come here to show us your IGNORANCE.
ENOUGH SAID.
Another myth is that the term "illegal aliens" is a term of art or is legal jargon. This term is not found anywhere in the INA or in Blacks Law Dictionary. The INA refers to undocumented persons as either an EWI (entered without inspection) or as someone who has overstayed their visa. "Illegal aliens" is a term invented by anti-immigrant groups designed to put undocumented persons in the worst possible light and to instill fear in Americans. It is intentionally designed to associate undocumented persons with criminality.
This xenophobic view that undocumented persons are "simply criminals" comes from the historical stereotype that the foreign-born, especially undocumented immigrants, are responsible for higher crime rates. This misconception has deep roots in American public opinion and popular myth. This myth, however, is not supported empirically and has repeatedly been refuted by scientific studies. Both contemporary and historical data, (including U.S. governmental studies) have
In the 20-plus years I have spent studying, lecturing and litigating immigration issues, two things have always amazed me. The first is the amount and intensity of hate spewed against undocumented workers. The second is the amount of misinformation that is published about them.
Overstaying a valid visa under the Immigration and Naturalization Act is a civil violation of the law, not a criminal violation. Being in the U.S. in under undocumented status is not a criminal violation, but a civil violation of the INA.
It is important to note that there is a very large difference between civil and criminal violations of law. The distinction is so important that the law makes the erroneous allegation that one has committed a crime of slander or libel, (which means liability is automatic even without proof of damages). One who violates the civil law is no more a criminal than someone who has breached a contract or accidentally damaged anothers property.
According to U.S. Immigrati

Very Clever but pathetic Mr Carl. I think the only time can get any of us to respond to your article or even read is when you talk about immigration. You know that its gets people rambling with fear/anger. You like the attention, may be you have short commings in your life and this is the only way you feel better about your self. I challenge you to write an article about any other issue and lets see if any one give you a time of day. No DEVISIVE ARTICLE. lets see if you get A response.

You must be a lawyer, judging by the way you parse words. All lawbreaking illegal aliens are criminals in the definition stated above, which represents common understanding of word meanings. Lawbreaking illegal aliens are criminals, one and all.
ILLEGAL ALLIENS = ILLEGAL ALLIES
THINK, USE GOOD SENSE...
LEGALIZE THEM!
Janet,please do your job,no more,no less.
ESTOBAN,
YOU COULD CALL THE BIBLE A BOOK OF LAW (2000 YEARS AGO)
BUT, A DICTIONARY IS NOT A BOOK OF LAW.
OTHERWISE,
RIDICULOUS, DEPLORABLE! ADJECTIVE 3 WOULD FIT TO YOU AS WELL.
THUS,

WAKE UP! LEGALIZE THE ILLEGAL ALLIES! - CRAZY HORSE.
6. A pathway to citizenship which involves a substantial fine, learning English, having no criminal history, keeping a job, paying taxes, then getting in the back of the line and waiting your turn.
------
How these qualification can be met under B.O. administration:
Fine = $1000.00 - Could be subsidized by federal affordability credits.
Learning English = the ability to articulate "sign me up for federal, state and local entitlements".
No criminal history = demonstrated ability to elude justice after slithering into the USA against the law. Note: forged social security, driver's license, etc. documents must be thoroughly destroyed.
Paying taxes = ability to provide a receipt demonstrating sales tax paid.
Getting in back of line = what line? With open borders there will be no lines.
From the playbook of the left:Ladies and Gentlemen,as we often have no valid ingredients to add to a debate, please resort to name calling and vitriolic speech.
These are the states that crashed Immigration reform , they are the ones that we have to carry on our back, not the poor Undocumented that come to pick our food.

Legalize All!! It will be a boost for the economy. They will be able to get a driver's license to buy cars and buy insurance and make the health insurance obligatory.

To reiterate what someone stated earlier,as the left lacks a principaled leg to stand upon, they're only recourse is name calling and vitriol, how sad.
So my dear, you have still not completed the homework that I assigned to you several days ago. Please read history first before putting your garbage in the public domain and don't forget your forefathers who came to this country without any visa or papers illegally more than 100 yrs ago.
Whether you like it or not, everyone of those illegal immigrants are going to be legalized in the next few months.
Regardless of the current political climate a bipartisan consensus has emerged in Washington and a comprehensive immigration reform bill is going to be introduced soon with several sponsors from both parties. Sorry man you are out of luck this time.
My Goodness, that Michael Savage fellow must have been correct. In perusing the leftist replies on this forum,it is evident that liberalism is indeed a mental disorder.
@ Crazy Horse,
The Bible is a book of law, you have done well in recognizing it. Dictionaries merely give the commonly used definitions of words, giving the most common definition first and more obscure definitions last. Unless your eyesight is failing, may I ask why you are shouting?
@ Truth,
My agenda, in line with the vast majority of Americans and legal immigrants , is to bring an end to the invasion and occupation of my country by 12 to 40 million lawbreaking illegal aliens. Since 8 million of them currently hold American jobs by using false and/or stolen identification documents, since 15 million American workers are looking for jobs to feed and shelter their families, since another 15 million American workers are underemployed in part time jobs trying to make ends meet, since 13 million American children are living in poverty and 140,000 American veterans are homeless, I feel that our immigration laws should be enforced, borders secured and illegal aliens be deported. Presently America is not able to take care of its own citizens. There is no room at the inn for the lawbreaking illegal aliens. They are taking substance from our own people.
The claims made by the author are absurd given that Janet Napolitano, Arizona Governor at the time, signed the toughest EMPLOYER sanctions law in America.

To Estoban,
You should know better than to bring religion into a political debate. People break Biblical laws all the time (abortion, murder, adultery, etc). Please stick with what is tangible.
No other country in the world is as weak in immigration laws as we are. First they come here illegally breaking the law, and now they want free healthcare. Socialism is great, until you run out of someone else's money - this was said by Margaret Thatcher. For the little they contribute, they cost nearly 10 times as much with welfare, public assistance, education, healthcare, and incarceration. They get enough already, send them home.

Despite your outrageous claims, the fact is you represent a small vocal minority of Americans.
Yeah,''But that small vocal group'' is kickin ass, have you noticed! That is why Comprehensive Immigration Reform, ain't gonna happen.
Do you not understand the difference between CIVIL and CRIMINAL violations of law?

@ Human League,
Janet signed the Employer sanctions bill for one reason only. She wanted to avoid the far tougher Proposition that would appear on the ballot and most assuredly would have been passed by us. Arizonans are fed up with the illegal alien invasion. That's why we keep reelecting Sheriff Arpaio.
U.S. Attorney Christopher Christie Serving the District of New Jersey;
"Being in this country without proper documentation is not a crime," Christie told more than 60 residents and town officials. "The whole phrase of 'illegal immigrant' connotes that the person, by just being here, is committing a crime."
Being undocumented may be a civil wrong, but it's not a criminal act, Christie said.
"Don't let people make you believe that that's a crime that the U.S. Attorney's Office should be doing something about," he added of entering the country illegally. "It is not."

@ A hike to a waterfall, Estoban;
Can you please give me a serious answer to this question?
Why did GOP voters reject immigration flame throwers like Tom Tancredo, Duncan Hunter, Fred Thompson, Mitt Romney, Mike Huckabee, Ron Paul, etc in the 2008 GOP primaries for President?
Why wasn't Tom Tancredo a slam dunk for the 2008 GOP nomination?
Why didn't Pat Buchanan win the GOP nod in election cycles past?
Why did GOP voters nominate John McCain, who ran on a platform of "comprehensive immigration reform"?
Didn't Americans elect a US President who ran on a platform of "comprehensive immigration reform"--Barack Obama?
If you are here illegally, you are subject to Deportation,
with dispatch!
@ Estoban;
Since you claim to be from Arizona, can you give me a reasoned answer to these questions;
Why did immigration flame thrower JD Hayworth lose his AZ Congressional seat to Democrat Harry Mitchell, who ran on a platform of "comprehensive immigration reform"?
Why did Don Goldwater NOT win the 2006 AZ republican nomination for Governor?
Why was Janet Napolitano elected AZ Governor...TWICE?
Why did immigration nutbar Randy Graf lose his bid to succeed retiring GOP Congressman Jim Kolbe in the Tucson area?
Why do John McCain and Jeff Flake keep getting elected in AZ?
The number of panty in a wad cases is growing rapidly,is there a doctor in the house?
If you are here illegally, you are subject to deportation!
(A little help here MadMommy, the natives are getting restless)
Aaron says:
"Legalize All!! It will be a boost for the economy. They will be able to get a driver's license to buy cars and buy insurance and make the health insurance obligatory."
We could accomplish the very same thing by letting in more LEGAL immigrants and creating a LEGAL guest worker program. Legalizing illegal aliens rewards lawbreakers.
Clearly, she was appointed DHS secretary for one reason: to carry B. Hussein Obama's water for the illegal alien amnesty! She's a plant intended to confuse the MSN [Mainstream Media] who, of course, are very easily confused indeed. If the DHS secretary says "comprehensive immigration reform" [aka AMNESTY] is a "necessary pre-condition" [or some such nonsense] for "border security" you can count on these uncritical blockheads to PRINT it as if it were FACT.

You couldn't be more wrong. Our forefathers came here in accordance with the immigration laws that were on the books at the time.
"Regardless of the current political climate a bipartisan consensus has emerged in Washington and a comprehensive immigration reform bill is going to be introduced soon with several sponsors from both parties. Sorry man you are out of luck this time."
If Congress passes comprehensive immigration reform, also known as amnesty, ALL Americans will be out of luck as our once great country continues its slow but steady spiral down the proverbial drain.
Well, Juan, how about adios, amigo? Comprende?
Human League, La Raza's chief propagandist, is back with more manipulated poll results. Pollsters can pretty much get whatever results they want by the way the questions are worded or by limiting the number of answers a person can choose from.
Human League says:
"Do you not understand the difference between CIVIL and CRIMINAL violations of law?"
Yes, a criminal violation is what illegal aliens are guilty of when they commit one or more of the following crimes (which most illegal aliens have done): ID theft, document fraud, Social Security fraud, employment "I-9" fraud, income tax evasion, and conspiracy to violate immigration laws, to name a few.

I think you should also read history or one of the recent columns of this author where he had grudgingly accepted that your forefathers came here illegally.
Human League says:
"Why did GOP voters reject immigration flame throwers like Tom Tancredo, Duncan Hunter, Fred Thompson, Mitt Romney, Mike Huckabee, Ron Paul, etc in the 2008 GOP primaries for President?"
That's simple to answer. Even though illegal immigration is a major problem, there are other major problems that our country is dealing with. Most Americans are more concerned about the economy, their savings and investments, and their jobs. Everything else is secondary. If we were in economic boom times right now, dealing with the illegal immigration problem would become more of a priority for American voters.

I say you're an ignorant fool. You either never took a U.S. history class in school, or you took the class and got a big red F for a grade. But if it makes you feel warm all over to go back and rewrite history, then that's your choice. But the overwhelming majority of our forefathers came to the U.S. legally, whether you want to accept that fact or not. It really doesn't matter to me what you think.
You know how you need a resume showing your competence in the job you are applying for? Well, Napolitano's record as the OPEN BORDERS AT ALL COSTS GOVERNOR OF ARIZONA, was her resume for the job she has now. Yes, she fit the bill that Obama and Pelosi was looking for. Someone who will fight the citizens--all the way.
