
Los Angeles human rights defender Dr. Joseph Zernik, Ph.D. is confronting LA Superior Court Presiding Judge Charles "Tim" McCoy and Clerk of Court John A. Clarke about why they created corporations and refuse to disclose their financial records.
Furthermore, LA Superior Court as a corporation/organization has not published audited financial statements in years, or for that matter, any financial statement whatsoever according to Dr. Zernik.
Dr. Zernik's main concern is court corruption's impact on innocent targets, including falsely imprisoned persons (FIPS) such as prominent LA attorney, Richard Fine.
In a letter dated February 5, Dr. Zernik asked McCoy and Clarke why they created corporations, what are their sources of funds and what purpose those funds serve.
After reviewing enforcement action of the Section on Public Integrity of the U.S. Department of Justice, Dr. Zernik found not a single enforcement action in Los Angeles in the past 25 years, “while evidence of widespread corruption is patently displayed,” he said yesterday.
In 1999, Washington-based “Insight Magazine" published a series of articles about the LA Superior Court judges control of shady corporations holding substantial sums of money from unclear sources for unclear purposes.
“The [LA Superior Court] annual reports do not include even a letter by an accountant/auditor,” and “McCoy and Clarke have refused to provide copies of such reports, if they ever existed,” stated Zernik.
According to law, courts must publish audited financial statements. Similar courts across the nation publish audited financial statements in their annual reports, so Dr. Zernik pointedly asked McCoy and Clarke why they refuse to do the same and whether the court’s finances have ever been audited.
“I have identified a series of cases where all fees were falsely designated as ‘Journal Entry’ where in normal cases they were designated ‘Filing Fees,’ ‘Motion Fees,’ or ‘Stipulation Fees,’” said Dr. Zernik.
“A cardinal sign of financial fraud is false use of ‘Journal Entry’ according to accountancy textbooks,” so Dr. Zernik has asked McCoy and Clarke, “What were the reasons for the false designation of fees for court services in such cases as ‘Journal Entry’? and, “What was the final destination [of] such "Journal Entry" funds?”
Dr. Zernik has conducted an independent investigation on LA Superior Court corruption due to its devastating impact on tens of thousands of targeted Angelinos falsely arrested and imprisoned, up to 30,000 according to PBS.
In 2000, Professor Erwin Chemerinksy at Irvine Law School commented on the Los Angeles DOJ corruption, "This is conduct associated with the most repressive dictators and police states" and "judges must share responsibility when innocent people are convicted."
Dr. Zernik has requested that McCoy and Clarke respond to his questions within ten days, by February 15th.

The situation in LA is beyond disgusting, and criminal, and the agencies responsible for corrective action are refusing to perform their duties and provide equal protection under the law for all citizens of California. This state is done, rouge government corrupt courts, criminal judgers, law enforcement refusing to do anything, it's beyond pathetic.
