Citizens in Luzerne County, PA have had their rights put on hold:
Because of county personnel cuts, the Luzerne County Sheriff’s Department will not accept gun permit applications for two weeks.
Budget-based recognition of rights.What a concept.
And if they don't resolve their financial crisis, might we expect waits longer than two weeks?
I don't suppose they'd consider not arresting peaceable citizens who carry without a permit in the interim, until they get things sorted out? That is, assuming they can't guarantee a moratorium on criminal violence?
And sometimes, rights outages are caused by technical glitches. Those of us who have been following things for a while will remember the Gun Crash of 2000:
A nationwide halt in firearms sales entered its third day today as FBI employees worked to fix an internal software problem in the bureau’s criminal history database that halted instant background checks of gun buyers.
I guess all things considered, it beats the waiting period imposed in places like California, in spite of the availability of "instant" background checks (and superior, but unpublicized alternatives to those). What do the Brady's call them?
Oh, yeah: "Cooling off periods."

Pennsylvania and "temporary inconveniences" with regard to the administration of that which (supposedly) shall not be infringed--seems to be a recurring theme (www.state.pa.us/papower/cwp/view.asp?Q=466819&A=11).
This must be what they mean by "cooling off". They hope that the applicant will assume room temperature at the hands of one's assailant before one can get the necessary self-defense tool, as happened to Bonnie Elmasri.
Since they're so short on resources, does this mean they'll stop lurking along the roadside with their radar guns?

Citizens shouldn't need permits to exercise a right guaranteed by the Constitution. It's too bad that an inability to staff an unconstitutional office is inconveniencing and stepping on the rights of Pennsylvania's citizens.

A failure on the FBI's part should not constitute a denial of our rights. Until their insta-check system is up and working again, citizens should be given automatic approval for firearm purchases. To paraphrase; it is better to let 10 guilty go free than to deny the rights of one honest citizen ...

This is the reason government issued PERMITS have to go, they take a right, something you can do anytime- like talk or worship, or even defend your life and they make it a privilege by having to get permission before you can use it. Do you have to have a speech permit? How about a religion license? Didn't think so.
In a state where a sheriff revoked a concealed carry permit because a woman openly carried what are the chances of being denied the CCW after being "interviewed" out on the street openly carrying during this "rights moratorium"?
