A Michigan House of Representatives committee will hold hearings tomorrow on legislation to further streamline the Michigan handgun registration system by eliminating the requirement for non-CPL holders to first obtain a "permit-to-purchase" before buying a handgun.
The Michigan House Tourism, Outdoor Recreation, and Natural Resources Committee will hold hearings on House Bill 5972, sponsored by State Representative Kim Meltzer (R-33) and House Bill 5973, sponsored by State Representative Joel Sheltrown (D-103).
The hearings will be Tuesday, June 8, at 10:30 a.m., in room 521 of the Anderson House Office Building, across from the Michigan State Capitol. The hearings are open to the public. Anyone who wants to testify before the committee on these bills needs to supply 30 written copies of their testimony.
Under current law any Michigan resident who does not posses a valid Michigan Concealed Pistol License and who wants to purchase a handgun must first obtain a "permit-to-purchase" from their local police department or county Sheriff. The applicant must pass a written test and the purchase permits are only valid for 10 days.
The two tie-barred bills would eliminate the "permit-to-purchase" requirement, but would still require handguns to be registered with both the Michigan State Police and local police departments.
The Michigan handgun registration scheme dates back to 1927 when it was instituted in an effort to keep handguns out of the hands of minorities following the Ossian Sweet self-defense shooting incident in 1925.
These two bills would be the latest in a series of changes in Michigan's handgun registration law. As I wrote in my article, It's time to eliminate handgun registration in Michigan, in 2008 the state eliminated the requirement for purchasers to physically bring their new handguns to their local police department for the mandatory "Safety inspection."
While I applaud the efforts to streamline the purchase of a handgun in Michigan, I still encourage state lawmakers and gun rights activists to work towards the complete elimination of the handgun registration system in the state.

Any legitimate purpose a PP MAY have ever had went away when the NCIC system went into place. Get rid of this outdated law!
This may be a backhanded way to make Open Carry more difficult for non-CPL holders. The "permit-to-purchase" now called a "Application and License to Purchase a Pistol" exempts non-CPL holders from at least one Federal Law I can think of. The one that state you can not posses a firearm within 1000 feet of a school (even if your front yard is within a 1000 feet).
If the "permit-to-purchase" is eliminated then a law stating all qualified citizens are hereby licensed to carry should be done in conjunction.
I suppose this shortens the process of acquiring a hand gun. This will make it easier for those who want to acquire a hand gun for protection.

The brady instant background check kind on renders the whole permit process kind of moot doesn't it?? Hopefully the state legislature will finally get a clue. NOW maybe we can finally deal with the nonsense of Pistol/Gun Free Zones (Criminal Empowerment Zones). It's high time that went away too. Talk about a goofey point of law. That surrendering your means of protection somehow makes you safer.... What kind of logic is that? It's like saying in order to prevent the transmission of HIV we ban the use of condoms... Sounds silly don't it? Well gun free zones are the same kind of nonsense. & When was the last time you ever heard of a criminal abiding by any law?? Please everyone in Michigan contact the chair of the Judiciary Committee Mark Meadows and let that liberal hack know he needs to let HB 4348 (Eliminate Pistol Free Areas) out of committee and stop blocking it.
