Washington DC, where everybody looks bad
The Washington Post reports that yesterday’s record snowfall resulted in an impromptu mass snowball fight in downtown Washington DC. While some may have been celebrating an upcoming white Christmas, it appears that the Metropolitan Police Department may have already received the best from Santa.

Doyle: I stand corrected. I should have qualified the violent crime rate. DC is neither city nor state. The FBI lists it with the 50 states in Tables 4 and 5. There, it perennially has the highest violent crime and murder rates. There are other CITIES with higher violent crime and murder rates, if you look at Table 8.

Doug: DC is the home of our corrupt government, and it does indeed appear that residents tend to follow the 'leaders.'
In 2001 Transparency International rated the USA at 7.6 on their Corruption Perceptions Index (on a scale of 10). That has dropped to 7.3. That indicates that our government was already somewhat corrupt, and has gotten worse over time.
When corruption pollutes the environment, people become more self-centered and think only of themselves. They see no payoff in loving and helping others. It starts in the center and moves out. DCs pollution seems to have affected its residents.
Let go of your anger. The last time people voted angry, they booted out the corrupt GOP leadership and we got something even worse. Acting from anger generally leads to worse outcomes, since it is a negative energy.

Actually, the detective is one who comes off badly here. As for the crowd, well, they are used to cowards with guns and don't pay them any special respect. This time the ego-maniacal coward was a cop, but then that isn't real surprising.

Why did you paint D.C. in such a positive light on crime? Things are far worse in D.C. than you're representing. If D.C. were a 51st state, their crime rate would be off the scale.

You're correct about D.C. having the highest per capita number of LEOs, but there's a lot of numbers you're ignoring.
FBI HQ is in D.C. and there are hundreds, if not thousands, of FBI Special Agents in and around D.C. on a regular basis. Same is true of most of the other federal agencies. While it's true they don't have patrol duties in D.C., anecdotally I recall when I lived in the area incidents where crimes were thwarted and/or criminals were apprehended by Feds.
Then there's Metro Transit police, the Park Police, Uniformed Secret Service, U.S. Capitol Police and probably a few other agencies in D.C. with at least limited patrol areas.
Washington was never murder capital of the world.
Also, table 6 is the list to look at if you want to know the murder rate.
And the penalty for exiting his hummer, drawing his gun and waving it around will be - NOTHING.
Mark: Table 6 is metropolitan statistical areas, which include surrounding cities and even counties. The FBI defines a MSA as including municipalities which are heavily involved in the main city (read bedroom communities). Table 8 contains city data and is more accurate when discussing which cities have the highest crime rates.
Who mentioned murder capital of the world? That would likely be Mexico's Ciudad Juarez.
Ken: So what does that say about how effective the policing is in DC?
Policing in DC is effective, but effective for whom is the real question.
I guess now, when someone asking about getting a license to carry in D.C., the expression a snowball's chance in H*ll will evoke memories of this incident.

Viewing D.C. as merely another city or MSA is flawed because it's not just another city or MSA. It's an entity separate and apart from any other state and therefore must be viewed as such.
Take the cities in America which consistently over time have the worst crime rates, and there's a county government and state government which share in the culpability. With D.C., yes the Feds manage and even micro manage some aspects of D.C., but day to day street patrols and day to day crime falls to the city's "capable" hands. [I used quotes to indicate a euphemism.]
As Howard has previously noted, highest concentration of police officers in the country, three times the national average. Compare D.C. and Baltimore--also somewhere that guns are all but forbidden. Similar size and population, crime rates are pretty close, but D.C. has three times the number of police officers.
