July 14 HR 1722, "The Telework Improvements Act" Vote Passes

HR1722, The Telework Improvements Act unanimously passed on 14 July 2010 (Wednesday) by House subcommittee.

HR 1722 permits Government employees to Telework at least two days every two weeks from their home or satellite offices that are regionally placed. 

The House Oversight and Government Reform Committee voted HR 1772 toward Congress at an approximate 3 to 1 ratio. The next stop for the Act is the White House, for Presidential signature.

It is well understood be industry leaders, such as the Telework Exchange that individual and organizational carbon footprints will improve with a renewed vision of the workforce. The positive effect on air quality, energy expenditure reductions (to work on location [heat, air, lights, products), human capital productivity, traffic congestion, and etc. presents a multiplicity factor that the nation cannot ignore.

Congressman Gerry Connolly said:

”We need to transition from anecdotal reports to analytical data about the benefits of Telework. As we move forward with a robust Telework program, a study will provide us with hard data to make sure that Telework is doing what we set out to achieve.”

Office of Personnel Management (OPM) wants to see a significant Telework increase by Fiscal Year 2011 (FY11). The 2010 Federal Employee Viewpoint Survey – revealed 64 percent of Federal workers could work remotely if given the opportunity, but only 10 percent currently Telework at least once a week.  Thirty five percent of respondents are satisfied with their agencies Telework program – leaving significant room for improvement.  While some employers remain wary of unseen effects of Telework, the bill’s movement within legislation proves to be a successful victory for supporters.

Congress does extend Telework quotas as target margins for the Services and Agencies at this time. They receive pass | fail reports generated at the same time as Small Business Administration (SBA) target goals are disclosed - so Telework is a future ideal.

The Examiner advocates Telework and the proficiency it extends as well as the carbon footprint reductions and will participate in the Fall 2010 Town Hall Meeting.

To improve teleworking in executive agencies by developing a telework program that allows employees to telework at least 20 percent of the hours worked in every 2 administrative workweeks, and for other purposes.
