Ikkitousen: Shining Dragon was slapped with an M rating by the ESRB, a decision that ultimately let to the game being canceled. The ESRB justified their rating in the following statement:
All the female characters are dressed in short skirts or skirts with a high slit. The game features frequent depictions of panties, cleavage, and exaggerated breast jiggle. A special attack move allows some characters to rip opponents’ clothes to shreds - exposing even more of the female anatomy (legs, breasts, partial buttocks).
Based off of a popular anime, Ikkitousen's signature is the ripping of clothing during fights, a signature that publisher Valcon Games wished to preserve.
“We could remove all the stuff that makes it an M-rated game, but then we don’t think the customers would be very happy buying an Ikki Tousen game without all the shredded clothing.”
Valcon Games felt they wouldn't be able to get the distribution they desired with an M rating and have decided instead to cancel the game's North American release for the PS2.

Well this just proves it... almost every kid on N4G is twelve years old... I knew something was wrong about that place.
Definitely a shame, I have an imported copy of the PSP version and it's a pretty damn good beat em up (think Streets of Rage). While I came (hehe) for the panty shot's and jiggle, I stayed to the gameplay and moonspeak story.

honestly why do we have a ratings system if theyre just gonna end up cancelling many explicit titles i mean the economy is rough and console gotta rake in money one way or another u know. and if you dont want your kid hearing about these kind of games just do what a smart parent does .....DONT BUY THE DAM GAME

The only people to blame for this game being canceled are the publishers. An M-rating doesn't automatically keep your game from selling.

The decision of the game not coming stateside came from the PUBLISHER.
ESRB only rated it...the publisher chose not to sell it on America because it has a "16 and above" rating in Japan...bringing it to US with that M rating would imply in loss of profit, since the teenaging public wouldn't be able to play it.

I dont know for sure but I'm willing to bet that the publisher felt they couldnt get the distribution they desired because certain distributers *cough cough wal mart cough* would refuse to sell a game like that. Violence to the nth degree is ok but a couple pairs of boobies is blasphemy.

a videogame with partial animated nudity gets the equivelant of an NC-17 rating, while a movie showing zach galifianakis getting sucked off in graphic detail gets an R rating? There does not seem to be any logic/consistency here.
All the morons saying its the developers fault for cancelling the game are entirely missing the point. The reason this is stupid is because it doesnt deserve a rating that high just because you see some partial boobage and a bit of underwear. American attitutes to sex are ridiculous, if the game involved blood and gore instead, then it would have gotten a lower rating. And yes, getting an M rating would lower sales compared to having an R rating.
